o Call to order
o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on April 25, 2016,
at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of
South Blooming Grove, and having a mailing address of Monroe, New York.
o Roll call
The following persons were present:
o Robert Jeroloman – Mayor
o John Hickey – Deputy Mayor
o James Mullany - Trustee
o Dorine Sas – Trustee
o James LoFranco- Trustee
o Public Comments
o Debbie Shultz, 3 Houston Ave, is concerned about the drains having debris in them, the Mayor
said they will be checked. Also people are walking on the roads in dark clothing without
reflectors making it hard to see them.
o Sonia Ayala, 36 Merriewold Lane North, concerned about the annexation lawsuit regarding
Kiryas Joel, there was a change in the judge recently.
o Donna McGoldrick, 44 Dallas Drive, said that Moshe Halpern contacted the realtors and asked to
be called first before listed, the mayor asked for more information on this. She also said that the
houses being bought are bottoming out the market value, the mayor asked for more information.
o Chief Schwapp is concerned about more patrolling with the speeding and driving in the middle of
the road problem. The Mayor advised that they have added more patrol. Chief also asked about
the garbage cans and how many are allowed.
o Eric Volgesburg, 242 Prospect Road, asked about the lights on properties and it is understood that
the lights are on his property. He also sent a letter to Discriminatory practice NYS Division of
Human Rights.

o Abstract
o Motion to adopt the abstract by Deputy Mayor Hickey seconded by Trustee Sas; 5 Ayes.
o New business
o Resolution No. (47) – Resolution setting new hours for Village Hall. Motion to accept by
Trustee LoFranco, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman.,
Deputy Mayor Hickey, Trustee Mullany, Trustee Sas, and Trustee LoFranco.
o Resolution No. (48) – Resolution authorizing submission of request to New York State
Department of Transportation to reduce speed limit on a portion of Route 208. Motion to accept
by Trustee Mullany, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman,
Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco.
o Closed Session
o Motion to enter into Closed Session by Trustee LoFranco, seconded by Trustee Sas to discuss
solar farms as well as litigation with counsel at 7:51pm. 5 Ayes.
o Motion to exit Closed Session by Trustee Sas and seconded by Deputy Mayor Hickey at 9:10pm.
5 Ayes.
o Adjournment
o Motion to close the meeting by Trustee Sas, seconded by Deputy Mayor Hickey at
9:10pm. 5 Ayes.
