Village of South Blooming Grove Board of Trustees Public Scoping Session Thursday June 2, 2016 7:30 P.M.  Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:30 p.m. on June 2, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Robert Jeroloman - Mayor o John Hickey – Deputy Mayor o James Mullany - Trustee o James LoFranco- Trustee Also Present o Dennis Lynch, Esq. – Special Counsel o Jeffrey Frederick – Geologist, Louis Berger o Steven Barshov, Esq. – Attorney for Clovewood applicant o Kirk Rother – Engineer for Clovewood applicant o Y.C. Rubin – Clovewood applicant o Simon Gelb – Clovewood applicant Absent o Dorine Sas – Trustee o Mike Weeks – Village Engineer o Bob Geneslaw – Village Planner  Business o Special Counsel Lynch noted that the delay in beginning the public scoping session was due to the court reporter setting up. o Planning Board Chairperson Sas read the public notice for the scoping session. o Special Counsel Lynch stated that this is a public comment period. People can make any public comments; they have a right to do so. This board is not required to comment or to sensor the public’s comments or to approve or disapprove of said comments. The board is to hear it.  Village of South Blooming Grove Board of Trustees Public Scoping Session Thursday June 2, 2016 7:30 P.M. o Special Counsel Lynch stated that Clovewood’s attorney was asked to extend the time for the co-lead agencies to go over the scoping documents from June 4 to June 30; however applicant’s counsel refused to give the very brief extension. o Special Counsel Lynch stated that the scoping document has been presented to the co- lead agencies before this meeting, and we have looked at this document from a professional viewpoint. The co-lead agencies have had the full opportunity to look at it and provide their comments on it well before tonight’s meeting. o Deputy Mayor Hickey commented regarding cultural resources that there is a cemetery located on the property. It is critical to identify the location and treat it in a dignified way. Please make sure that it is incorporated into the document. o Planning Board Member Kimball asked about the southwestern exit location and exactly where is it located onto Route 208? o Clovewood attorney Barshov stated that it will be clarified in the EIS to make sure the location of the exits are clearly delineated in the documents. o Resolution No. ( ) Resolution of the Village Board of Trustees of the Village of South Blooming regarding adopting the annexed Scope of Issues for the Clovewood Project as presented and as amended and set forth in the comments made by the public and the board members. Motion to approve made by Trustee Mullany and seconded by Deputy Mayor Hickey. 4Ayes, 1 Absent – Trustee Sas.  Public Comments o Sonia Ayala - stated that the following should be looked at transportation, traffic, water and sewer and environment. o Brian Bohan - stated that there isn’t enough water which would need to be addressed. Traffic – we do not need additional cars, and the environment issues need to be addressed. o Scott Morrice - Fire Chief of Village of South Blooming Grove. Stated that Kiryas Joel cannot ask to cover the fire department here in VSBG. Kiryas Joel needs to cover their own district. There is not enough water to be able to fight a fire for this type of development. o Edie Johnson - a study of the viewshed needs to be done to make sure the Schunnemunk Mountain is preserved. Maps would be helpful.  Village of South Blooming Grove Board of Trustees Public Scoping Session Thursday June 2, 2016 7:30 P.M. o Mark Levy - the impact on the Washingtonville School district, transportation and other costs would affect taxes. o Eric Vogelsberg - the infrastructure needs to be looked at, as well as police, fire, road maintenance and the impacts on the school district. o Kate Ahmadi - presented to the boards a prepared written paragraph regarding the public scoping session. o Refer to transcript dated June 2, 2016.  Adjournment o Motion to close the Village Board meeting by Trustee LoFranco, seconded by Deputy Mayor at 7:53 p.m. 4 Ayes, 1 Absent-Trustee Sas.
