Village of South Blooming Grove Board of Trustees Regular Meeting Monday May 23, 2016 7:00 P.M.  Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on May 23, 2016, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Robert Jeroloman- Mayor o John Hickey – Deputy Mayor o James Mullany - Trustee o Dorine Sas – Trustee o James LoFranco- Trustee o Joseph McKay – Village Attorney Absent o None  Adoption of Minutes o Motion to adopt the meeting minutes of May 9, 2016 by Deputy Mayor Hickey, seconded by Trustee Mullany. 2 Ayes.  Public Comments o Sue Vogelsberg - advised that her friend residing at Rolling Hills Condominiums received a mailing from a real estate agent stating that she had an offer on her condominium. Sue advised that she would or have her friend provide us with the mailing. o Vicky Codner - asked if there was an update regarding the speed sign. The board advised that they received information from the Village Engineer and would be discussing this evening. o Theresa Campo – advised the board that vehicles with tinted windows continue to drive by and stop to look at her and other neighboring homes in the neighborhood. o Donna McGoldrick – inquired as to how much is the village’s right of way, there is overgrowth at the corner of Dallas Drive and Fort Worth Place. She advised that Jim McGee, Legislative Aide came to Village of South Blooming Grove today. She advised that she is concerned about the market values of the Village homes and feels this is a crisis. Additionally, she recanted that the garbage is a  Village of South Blooming Grove Board of Trustees Regular Meeting Monday May 23, 2016 7:00 P.M. problem in the village and her neighbor now lays the cans down but still refuses to bring them up to abut the home. o Joseph Ferino - advised that his neighbor has garbage on the lawn in the shrubs and does not clean up. He advised that he has complained about this numerous times. o Brian Bohan - shared his concerns about the traffic and daily accidents on Route 208. He does not feel that a reduction in the speed limit will reduce the accidents, he is concerned with the volume of traffic. The Mayor advised that New York State has completed traffic studies and has in fact redesigned the Clove Road and Route 208 intersection but nothing further has been done. o Debbie Bragado – Advised that she is willing to volunteer her time at Community Day. o Inger Pappas – She inquired about tax exemptions and stated that she is concerned about future taxes. How does a property obtain tax exemptions? Attorney McKay was going to research and advise in the near future. o Eric Vogelsberg – Advised that cars are speeding on Prospect Road and he has observed cars passing other cars on this road. o Toni Piccone – She inquired about the assessment review of properties. She advised that board that a home was sold in December 2015 below market value. She was then corrected by the owner of that property that the home was not sold. It appears that her source of information regarding the sale was incorrect. Additionally, she inquired how many religious exemptions are allotted per area, is there any regulations regarding this? Attorney McKay was going to investigate. o Carol Egan – She asked the board about School Busing Laws and how are they mandated. Trustee Sas advised that she will be meeting with the Washingtonville School District and will inquire about rules and regulations regarding school bus issues. o Steve Kerns – He is concerned about the market value of his home and taxes. He inquired about protecting the value of his home and his taxes. Attorney McKay explained the Assessors role and advised of a Board of Assessment Review. He advised that he will contact the Assessor’s Office.  Correspondence o None  Mayor Comments o None  Trustee Comments o Trustee LoFranco announced that the resident’s concerns are the trustee’s concerns.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday May 23, 2016 7:00 P.M. o Deputy Mayor Hickey advised that he will research the selling “flipping” of houses at a lower amount and see if there are any legal remedies.  Abstract o Motion to adopt the abstract by Deputy Mayor Hickey, seconded by Trustee Mullany. 5 Ayes.  Business o Resolution No. (54) – Authorizing the Mayor to enter into an agreement with Eagle Scout candidates Thomas Vojta, Charles Santarpia, Patrick Kenny, to install a park bench(es) and swing-set on the Rolling Hill Park Property. Motion to accept by Trustee Mullany, seconded by Trustee Sas. Resolution Passed. 5 Ayes. o Resolution No. (55) – Amending the Annual Budget Appropriations for the Village’s 2015 Fiscal Year. Motion to accept by Trustee Sas, seconded by Deputy Mayor Hickey. Resolution passed. 5 Ayes. o Resolution No. (56) – Authorizing the Mayor to enter into a contract with Marangi Disposal for the pick-up and disposal of waste for the Village’s Municipal Departments. Motion to accept by Trustee LoFranco, seconded by Trustee Sas. Resolution passed. 5 Ayes.  Closed Session o Motion to enter into executive session by Trustee Sas, seconded by Trustee Mullany to discuss litigation at 8:45 pm. 5 Ayes. o Motion to close executive session by Deputy Mayor Hickey, seconded by Trustee Sas at 9:03 pm. 5 Ayes.  Adjournment o Motion to close the meeting by Deputy Mayor Hickey, seconded by Trustee Sas at 9:04 pm. 5 Ayes.
