Village of South Blooming Grove Board of Trustees Regular Meeting Monday June 27, 2016 7:00 P.M. ➢ Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on June 27, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o Robert Jeroloman- Mayor o John Hickey – Deputy Mayor o James Mullany - Trustee o Dorine Sas – Trustee o James LoFranco- Trustee o Joseph McKay, Esq. Absent o None . ➢ Public Comments o Russel Breslow, is concerned with the Whorly Heights sign, if we can get a solicitation sign, and no solicitation signs around Whorly Heights. He is also concerned about if we can send the newsletter through email and if the police can patrol more in the evening. o Steve Kearins, 32 Dallas Drive – resident asked if any information was received regarding grievance day at the assessor’s office. Town Supervisor Fromaget advised that he believed 1200 Route 208 was seeking to lower their assessed value. The Village Board has not received any correspondence and/or memo from the Assessor regarding grievance day. The Mayor advised he did request a memo from the Assessor. Additionally, resident Stephens asked for an update on the “Lake Anne” property, the Mayor advised about the scoping. o Debbie Bragado, 3 Houston Avenue – asked if the board was aware of the status of the “bank property” located off of Route 208, she had heard a rumor that it was recently sold. The Mayor advised that he was not aware of a sale and that the owner had appeared before the planning board in the past. Resident Bragado asked if there was any information regarding the recent activity at 13 Dallas Drive and the Mayor advised it was under review with counsel. She also inquired if school buses were allowed to run on federal holiday such as Memorial Day.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday June 27, 2016 7:00 P.M. o Sarah Howell, 4 Hawks Nest Road, concerned with all the cars parked on the streets in Whorly Heights. Also concerns with a private bus not putting out lights and not moving. Also concerned with cars speeding down Duelk Road on Friday nights, cars stopped along her road, and thinks a Dead End sign should be put up. She also thinks a speed limit sign should be put up. o Drayton, 39 Virginia Ave, is concerned that 44 Virginia Ave has garbage all over their lawn. Violations have been made and he says the garbage is still there. Also wants to know if its okay to go door to door asking to sell. o Gloria Guilamo, 52 Virginia ave, is concerned with lots of speeding cars, people driving the wrong way, and would like a sign to say dead end and stay to the right. o Vanessa Romaro, 28 Dallas Drive, concerned with the cars speeding and would a speed limit sign. Also concerned with the grass at 20 Dallas Drive, it is very tall in the back. o Kathy Aldinger, 77 Duelk – Asked for clarification of the 13 Dallas activity. The Mayor advised that the code enforcement officer went out and the matter is being reviewed by counsel. o Donna McGoldrick, 44 Dallas Drive – Advised that on June 8, 2016 a school bus dropped off children with 2 men to 13 Dallas Drive. She advised that a member of the neighborhood threatened her and she filed a police report. Advised that the same group of children and men proceeded to walk to 31 Fort Worth Place and enter the residence and the new addition on the home. Later a bus came and picked up the group of children and men. Resident advised that on Saturday, June 11, 2016 approximately 48 people men and children were going into 13 Dallas Drive. They walked from Kingsville to 13 Dallas Drive. Resident asked if this would this be a violation of fire code. Resident advised that there is still overgrowth creating a site distance obstruction at corner of Pine Hill Road and Dallas Drive and at the top of Dallas Drive and Forth Worth Place at the Stop Sign. o Bill Fetty, 3 Merriewold Lane South, is concerned with a man that was video tapping all the houses in the area, he also took a picture of their car. o Eric Vogesberg, 242 Prospect Road, would like a sign with a camera on it. Also concerned with high grass on Prospect Road and a pot hole on the right. o Brian Mullan, 33 Duelk Ave, is concerned about the underdeveloped property that was recently sold. o Theresa Campo, 52 Fort Worth Place – Advised that a resident stopped in front of her house and told her that “you and Donna are trouble makers”. o Carol Egan, 38 Dallas Drive – Inquired about the well testing on the “Lake Anne” property and asked at what point would they not be allowed to keep digging test wells. The Mayor advised that the village experts would comment regarding same after they review the applicant’s documents when received. o Baig, 34 Merriewold Lane South, is concerned with the high grass at 2 Pennsylvania Ave.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday June 27, 2016 7:00 P.M. o Lori Galloway, 4 Fox Hollow Drive, her sister lives at 90 Duelk Ave and she is appalled that her sister had to sell because people are calling and harassing her about selling her a house. Galloway thinks we should do more as a board. o 102 Duelk Ave, there is a concern here with all the people seen going in and out of the home. o Camilla Jacobowitz, 17 Duelk Ave, is concerned with 5 Dallas Drive, the court allowed them to keep the fence up but the engineers said different. She is concerned with the property, with the trees behind the fence. o Erin McEvoy, 15 Sears Road – Inquired about the brown water we have been experiencing. The Mayor advised that there has been high usage due to residents filling pools. o Pete Piampiano, 16 Houston Avenue – inquired if broken water meters were being replaced in the Village. The Mayor advised yes. o Edie Johnson, 394 Prospect Road – inquired about the Village’s overlay districts and what protections were in the Village Code. ➢ Correspondence o The Girl Scouts would like to bring their sharing library to the Village of South Blooming Grove. o A letter from the Bi-Partisan Committee, regarding the Ward vs. the current At-Large system of Town Government, notifying of an informative meeting on July 7, 2016, at the Washingtonville Middle School from 7:30pm to 9:00 pm. ➢ Mayor Comments o The Mayor discussed with the public that tree debris was placed into the road on Route 208 near Red Bird and Captain Carpenter and eggs were being thrown at vehicles as they slowed down to avoid the debris; Blooming Grove PD is addressing this issue. ➢ Trustee Comments o Deputy Mayor Hickey thanked everyone for attending the meeting and emphasized the importance of acting in unity. ➢ Abstract o Motion to accept the abstract by Deputy Mayor Hickey, seconded by Trustee Mullany. 5 Ayes, Abstract Accepted.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday June 27, 2016 7:00 P.M. ➢ Closed Session o Motion to enter into attorney-client session by Deputy Mayor Hickey, seconded by Trustee Sas to discuss litigation issues at 8:51 pm. 5 Ayes. o Motion to exit attorney-client session by Deputy Mayor Hickey, seconded by Trustee Sas at 9:45 pm. 5 Ayes. ➢ New Business o Resolution No. (60) – Granting a block party permit for July 3, 2016. Motion to accept by Trustee Sas, seconded by Trustee Mullany. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. ➢ Adjournment o Motion to close the meeting by Trustee Sas, seconded by Deputy Mayor Hickey at 9:45 pm. 5 Ayes.
