Village of South Blooming Grove Board of Trustees Regular Meeting Monday July 11, 2016 7:00 P.M. ➢ Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on July 11, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o Robert Jeroloman- Mayor o James Mullany - Trustee o James LoFranco- Trustee o Joseph McKay, Esq. Absent o John Hickey – Deputy Mayor o Dorine Sas - Trustee ➢ Public Comments o Vicky Codner, 34 Hawthorne Drive – Asked for an update regarding the new speed limit sign. The Mayor advised that it is in production. Resident inquired about street signs being replaced. Additionally, resident inquired about the status of additional street lights. o Debbie Bragado, 3 Houston Avenue – advised that school buses are continuing to speed through the development, particularly Dallas Drive, and that the bus is not following protocol and failing to utilize safety signals such as lights and stop sign when the bus is stopped and when children are entering and exiting the bus. 13 Dallas Drive – residential home is being used for gatherings. Complainant states there are no residents currently at this address. 5 Dallas Drive there is a blind spot. o Donna McGoldrick, 44 Dallas Drive, the residents on Sears Road are being “forced to sell their homes”. They are being harassed on a daily basis with calls. The garbage on Kingsville is an on- going problem. o Steve, Dallas Drive, said that the garbage company came very early at 4:30 am. o Kris McCowel, 24 Fort Worth Place, asked about the ward system. Abstract Accepted. ➢ Closed Session o Motion to enter into closed session by Trustee LoFranco, seconded by Trustee Mullany to discuss litigation and a personnel matter at 7:52 pm. 3 Ayes, 2 Absent. o Motion to exit closed session by Trustee Mullany, seconded by Trustee LoFranco at 9:10 pm. 3 Ayes, 2 Absent. ➢ Business o Resolution No. (61) – Authorizing the use of village property for a candlelight vigil on July 16, 2016 at 7:30 pm. Motion to accept by Trustee Mullany, Seconded by Trustee LoFranco. Resolution passed. 3 Ayes – Mayor Jeroloman, Trustee Mullany, and Trustee LoFranco; 2 Absent, Deputy Mayor Hickey and Trustee Sas. o Resolution No. (62) – Authorizing the Village Treasurer to refund a duplicative application fee. Motion to accept by Trustee Mullany, Seconded by Trustee LoFranco. Resolution passed. 3 Ayes – Mayor Jeroloman, Trustee Mullany, and Trustee LoFranco; 2 Absent, Deputy Mayor Hickey and Trustee Sas. o Resolution No. (63) –For determination under County of Monroe on the Gagliardi Application. Motion to accept by Trustee LoFranco, Seconded by Trustee Mullany. Resolution passed. 3 Ayes – Mayor Jeroloman, Trustee Mullany, and Trustee LoFranco; 2 Absent, Deputy Mayor Hickey and Trustee Sas. o Resolution No. (64) – Authorizing the Mayor to execute a change order concerning the Houston Avenue Roadway Reconstruction Project. Motion to accept by Trustee Mullany, Seconded by Trustee LoFranco.
