Village of South Blooming Grove Board of Trustees Regular Meeting Monday July 25, 2016 7:00 P.M.  Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on July 25, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Robert Jeroloman- Mayor o James Mullany – Trustee o Dorine Sas - Trustee o James LoFranco- Trustee o Joseph McKay, Esq. Absent o John Hickey – Deputy Mayor  Public Comments o Vicky Codner – Asked for an update regarding the new speed limit sign. The Mayor advised that the Village will receive an email when the sign is received for shipping. Resident Codner stated that on her way home from the last Village Board Meeting she witnessed a school bus drive right through a crossroad failing to stop at the Dallas Drive stop sign and that there was a vehicle driving on the wrong side of the road at Dallas and Pine Hill Road. o Debbie Bragado – advised that while outside her home a taxi cab was driving at an excessive speed going down Houston Avenue. She motioned to the vehicle and they stopped and backed up and she advised that they were speeding and should slow down. Within a few minutes of this confrontation a black SUV with tinted windows drove slowly past resident Bragado followed by an additional black vehicle. She feels that this is a form of intimidation due to her complaint regarding speeding. She contacted the local police and filed a report. o Kathy Aldinger – inquired about the garbage company and how many bins are allotted per household and stated that it is unfair to all the tax payers if they are paying for households to have extra trash cans without additional charge. o Donna McGoldrick – advised that she did call the garbage company and the Town of Blooming Grove regarding the regulations for the number of trash receptacles allotted per household. She was told it is one for recycling and one for garbage and if a homeowner request a second would be supplied. The Mayor advised that he has contacted them as well and is awaiting something in writing regarding the policies. Village of South Blooming Grove Board of Trustees Regular Meeting Monday July 25, 2016 7:00 P.M. o Pete Piampiano – inquired if the police department has a working sound meter to enforce our noise ordinance. The Mayor advised he will inquire with the Police Chief.  Correspondence o Orange County Planning Department 239 memo dated July 18, 2016 regarding Moratorium of Commercial Power Generating Facilities.  Mayor Comments o The Mayor discussed the recently received Assessment Roll. He advised that one property came off of the tax roll and explained that this was a parcel that was recently donated to the Village. o The Mayor advised that the Village of Washingtonville purchased a street sweeper that will be shared with the Village of South Blooming Grove and the Town of Blooming Grove. o The Mayor advised that the Town of Blooming Grove Police Chief was planning on attending this evenings meeting but due to the weather and accidents he was unable to attend. The Mayor is hoping to have the Chief at the next Village Board Meeting.  Trustee Comments o Trustee Mullany explained that the moratorium on commercial solar does not restrict residential owners.  Abstract o Motion to accept the abstract by Trustee Sas, seconded by Trustee LoFranco. 4 Ayes, 1 Absent, Abstract Accepted.  Closed Session o Motion to enter into attorney-client executive session by Trustee Sas, seconded by Trustee LoFranco to discuss potential litigation at 7:39 pm. 4 Ayes, 1 Absent. o Motion to exit attorney-client executive session by Trustee Mullany, seconded by Trustee LoFranco at 8:30 pm. 4 Ayes, 1 Absent.  Business o Resolution No. (65) – Granting a block party permit for Lake Shore Drive on August 6, 2016. Motion to accept by Trustee Sas, seconded by Trustee Mullany. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas and Trustee LoFranco, 1 Absent - Deputy Mayor Hickey. o Resolution No. (66) – Adopting a Local Law imposing a six-month moratorium prohibing the permitting, construction and installation of commercial power generating facilities within the Village of South Blooming Grove. Motion to accept by Trustee LoFranco, seconded by Trustee Village of South Blooming Grove Board of Trustees Regular Meeting Monday July 25, 2016 7:00 P.M. Sas. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas and Trustee LoFranco, 1 Absent - Deputy Mayor Hickey. o Resolution No. (67) – Authorizing Village Engineers, McGoey, Hauser & Edsall, D.P.C., to review and analyze the cost to resurface Red Bird Road and Tappan Drive based upon available New York State and Orange County Bids. Motion to accept by Trustee Mullany, seconded by Trustee Sas. Resolution passed. 4 Ayes – Mayor Jeroloman, Trustee Mullany, Trustee Sas and Trustee LoFranco, 1 Absent - Deputy Mayor Hickey.  Adjournment o Motion to close the meeting by Trustee Mullany, seconded by Trustee Sas at 8:35 pm. 4 Ayes, 1 Absent.
