Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 14, 2016 7:00 P.M. ➢ Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on November 14, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o Mayor – Robert Jeroloman o John Hickey – Deputy Mayor o James Mullany - Trustee o Dorine Sas – Trustee o James LoFranco- Trustee o Dennis Lynch - Esquire ➢ Absent o Joe McKay – Esquire N/A o Brian Nuguent – Esquire N/A ➢ Public Comments o Steve Mende, 8 San Marcos, would like to know service road information. o Sue Ann Vogelsberg, 242 Prospect Road, would like to know if the Village of South Blooming Grove is involved in the appeal lawsuit. o Eric Vogelsberg, 242 Prospect Road, is concerned about the entrance to the medical center, it is a one way. o Daly, 3 Galveston Drive, asked how they can change their property to use for religious proposes. o Brain Mullen, 33 Duelk Ave, is concerned about the parking in the road and said it is dangerous. The Mayor said to fill out an incident report and we will send it to the police. o Pete Pampian, 16 Houston, has questions about LLC’s. “Do LLC’s receive exemptions and/or STAR?” o Eddie Johnson, Prospect Road, asked for details on their nonprofit. o Vivian Oleen, 50 Mountain Road, would like to know about the NYS criteria. ➢ Correspondence o None.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 14, 2016 7:00 P.M. ➢ Mayor Comments o Mayor Jeroloman advised of 2 water main breaks and a pump burn out on Saturday. ➢ Trustee Comments o Trustee Mullany thanks everyone for their patience. o Deputy Mayor Hickey would like everyone to know the ward system passed. ➢ Abstract o Motion to accept the abstract by Trustee Dorine Sas, seconded by Trustee James LoFranco , abstract accepted. 5 Ayes ➢ New business o Resolution No. (110) – Allowing the Village of South Blooming Grove to hold a Holiday Lighting on Saturday, December 10, 2016. Motion to accept by Deputy Mayor John Hicky, seconded by Trustee Sas. Resolution Passed. 5 Ayes. o Resolution No. (111) – The Village of South Blooming Grove adopting the annual budget for the Village’s 2017 fiscal year. Motion to accept by Trustee Sas, seconded by Trustee LoFranco. Resolution Passed. 5 Ayes. o Resolution No. (112) – Appointing the firm of Nelson, Pope & Voorhis, LLC to provide municipal, environmental planning services for the village. Motion to accept by Trustee Mullany, seconded by Trustee LoFranco. Resolution Passed. 5 Ayes. o Resolution No. (113) – Authorizing the Village Clerk, the Village Building Inspector and/or its water and sewer treatment operator, ECO, to take action pursuant to Chapter 85 of the Village Code to investigate, enter, inspect, and determine whether water services should be discontinued with respect to properties that have defaulted in payment of applicable fees and that have been determined to be vacant. Motion to accept by Trustee Mullany, seconded by Trustee Sas. Resolution Passed. 5 Ayes. o Resolution No. – Authorizing adoption of local law implementing a mortarium on the development of certain property. Motion to accept by Deputy Mayor Hickey, seconded by Trustee Sas. Resolution Passed. 5 Ayes. ➢ Executive Session: o Motion to enter into executive session to discuss annexation by Trustee Dorine Sas, seconded by Trustee James LoFranco 8:09 pm. 5 Ayes  Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 14, 2016 7:00 P.M. o Motion to exit Executive Session by Trustee Sas, seconded by Deputy Mayor John Hickey at 9:15 pm. 5 Ayes. ➢ Adjournment o Motion to close the meeting by Deputy Mayor Hickey, seconded by Trustee James LoFranco at 8:50 pm. 5 Ayes.
