Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 28, 2016 7:00 P.M.  Call to order o Mayor Robert Jeroloman called to order the Village Board Meeting at 7:00 pm on November 28, 2016 at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. The Mayor discussed the recent unpredicted snow event.  Roll call The following persons were present: o Robert Jeroloman- Mayor o James Mullany - Trustee o John Hickey – Deputy Mayor o Dorine Sas - Trustee o James LoFranco- Trustee o Joseph McKay, Esq. Absent o None  Adoption of Prior Meeting Minutes o Motion to adopt meeting minutes of October 24, 2016 by Trustee Mullany, seconded by Trustee LoFranco, 5 Ayes. Minutes adopted.  Public Comments o Vicky Codner, Hawthorne Drive – stated that the speeding problems on Merriewold Lane South have not improved at all. Deputy Mayor Hickey advised that he will discuss having striations placed in the road with the Village Engineer. He advised that there may be additional noise with striations installed but feels that safety outweighs any additional noise. o Steve Kearins, 32 Dallas Drive – Asked the status of the building moratorium. Mayor Jeroloman advised that a moratorium is in effect. If a permit was already issued work may continue for that permit. He advised that the Village has a new planning group and they are working with the Village Attorney regarding the village code. o Donna McGoldrick, 44 Dallas Drive – Advised that buses are speeding through the village and she is concerned as this is a safety issue. She advised that it is especially dangerous on Sunday evenings when they are dropping off it is already dark out. The Mayor advised that she should call the police.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 28, 2016 7:00 P.M. o Debbie Bragado, 2 Houston Avenue – Inquired about the driveway at 9 Dallas Drive as it was recently expanded and appears much larger. The Mayor advised that the village is aware and looking into this matter. Ms. Bragado also advised that there numerous and various vehicles in the driveways of 9, 11 and 13 Dallas Drive. It does not appear that any persons reside in the home but there is constantly different vehicle, persons entering and staying in the homes. Especially from midnight to 6:00 am. o Mayor Jeroloman discussed the possibility of having “no parking” on the right side of the curve of Dallas Drive from Fort Worth to Pine Hill Road. It appears to be a safety issue when vehicles are parked on the curve of the road creating unsafe site distance issues. The majority of the residents attending the meeting agreed and feel that no parking all the time would be beneficial to the safety of all residents. o Mr. & Mrs. Mende, San Marcos - agreed with the no parking along the Dallas Drive curb between Fort Worth and Pine Hill and also asked that a no parking zone be placed along Duelk Avenue from San Marcos Place to Dallas Drive. o Eric Vogelsburg, Prospect Road – asked if there was an information regarding a possible driveway in the Palamar Drive area. The Mayor advised that it may be Orange & Rockland as they have an easement. The Mayor has reached out to Orange & Rockland but has yet to hear back from them. o Donna McGoldrick – inquired about the state of 37 Dallas Drive violations. The Mayor advised that there are still violations on the property. Some violations have been corrected prior to court and others are still pending going to court. The Mayor advised that that swing set setback from the road meets our present code. o Debbie Bragado, Houston Avenue – advised that home on Kingsville Drive that is in the Town of Monroe has a structure to hold their multiple garbage cans. The Mayor advised that the Town of Monroe has issued several violations for the home located at Kingsville Drive. Additionally, they are now under a private contract with the garbage company wherein they are paying for their own garbage services. o Meryl Drayton, Virginia Avenue – He asked if a school bus was allowed to park in the street in front of a residence overnight. The Mayor advised no and that this would be a police issue. o Debbie Bragado, Houston Avenue – asked if the code allowed for a private residence to be rented out. The Mayor advised that if it is long term agreement, yes but a home cannot be rented out as a hotel/motel is because then it would fall under commercial.  Correspondence o None  Mayor Comments o None  Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 28, 2016 7:00 P.M.  Trustee Comments o None  Abstract o Motion to accept the abstract by Deputy Mayor Hickey, seconded by Trustee LoFranco. 5 Ayes - Abstract Accepted.  Business o Resolution No. (91) – Authorizing the Village Treasurer to refund an application fee. Motion to accept by Trustee LoFranco, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (92) – Setting a time and place for a public hearing regarding the adoption of rents and rates for the Village’s Water District on December 12, 2016 at 7:01 pm. Motion to accept by Trustee Sas, seconded by Trustee LoFranco Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (93) – Setting a time and place for a public hearing regarding the adoption of rents and rates for the Village’s Sewer District on December 12, 2016 at 7:02 pm. Motion to accept by Trustee Mullany, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (94) – Authorizing the Mayor to execute a developers agreement for the Sleep Inn/Gagliardi Hotel Project. Motion to accept by Trustee Mullany, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany, Trustee Sas and Trustee LoFranco. o Resolution No. (95) – Adopting an amended schedule of fees and costs. Motion to accept by Deputy Mayor Hickey, seconded by Trustee Sas. Resolution passed. 5 Ayes – Mayor Jeroloman, Deputy Mayor Hickey, Trustee Mullany Trustee Sas and Trustee LoFranco.  Closed Session o Motion to enter into a closed session to discuss contractual matters and litigation by Deputy Mayor Hickey, seconded by Trustee Sas at 7:33 pm. 5 Ayes.  Village of South Blooming Grove Board of Trustees Regular Meeting Monday November 28, 2016 7:00 P.M. o Motion to exit closed session by Trustee Sas, seconded by Trustee LoFranco at 9:20 pm. 5 Ayes.  Adjournment o Motion to close the meeting by Trustee Sas, seconded by Trustee LoFranco at 9:21 pm. 5 Ayes.
