Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:04 p.m. on June 24, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.

Correspondence:
o No correspondence.
Mayor Comments
o The Village has been successful in securing $325,000 in grants so far for our water project and New
York State Senate Majority leader Andrea Stewart Cousins has introduced legislation to fund dozens
of local programs which includes an additional grant for the village of $500,000. We are also in the
running for a WIAA grant which would cover 60% of any expenses which are not covered by the
aforementioned grants. We were denied this grant last year but we have been notified that it will be
open again this summer sometime and have been encouraged to re-apply. Many thanks to all of you
who circulated petitions for signatures and mailed them to our assemblymen, senators, and
representatives.
o I met with our village’s new hydrogeologist along with our engineer who are currently working on
rehabbing our existing wells as well as looking for new water sources here in the village. Along
with their expertise, we have also been in close contacts with the engineers from the Department of
Health regarding this same matter.
o We have started the sequestering project and although it takes a period of time to show any results,
we are hoping that we will gain some temporary relief until the permanent filter is built and
delivered.
o The filter is currently in the design process. After months of meticulous research and testing, our
engineers have presented us with exactly the type of filtration system that is needed- much like the
filtration system already in existence at the Orange and Rockland well site which has been working
beautifully for over five years now. It is appalling that on social media that individuals choose to
misrepresent the facts by calling for a “comprehensive analysis on the entire integrity of our water
infrastructure” as if we have not done our due diligence. We have in no way jumped to any

conclusions and have no intentions of wasting any taxpayer money. My staff and I pride ourselves
on acting fiscally responsible.
Public Comments
o Steve, Dallas Drive – Inquired about overflowing garbage.
o Donna McGoldrick, 44 Dallas Drive – stated that her neighbor has an excessive amount (9) of
garbage pails outside of his home. She stated that the neighbor does not bring all the pails to the curb
for garbage pick-up and that this is attracting animals. Additionally, she asked when the bushes/grass
at the corner of Dallas and Fort Worth would be trimmed.
o Sullivan, Lake Shore Drive – advised that there is overgrowth at the corner of Lake Shore Drive and
Route 208.
o Salka – Inquired about telephone poles left behind by Orange & Rockland and if there were any
regulations. There has been a pole at the corner of Red Bird and Route 208 for an extended period of
time.
Business
o Resolution No. (69) – Setting a time (July 8, 2019) and place for a public hearing to determine
violations of the Village’s Code’s Property Maintenance Provisions (Chapter 102).Motion to accept
by Trustee Vogelsberg, seconded by Trustee Mullany. Resolution passed. 5 Ayes, Mayor LoFranco,
Trustee Mullany, Trustee Vogelsberg, Trustee Belfort, Deputy Mayor Ross.
o Resolution No. (70) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing Belleville Landscaping to preform property maintenance to abate violations of the
village code’s property maintenance provisions (Chapter 102) for the property located at the
following addresses: 2 Michael Court. Motion to accept by Trustee Volelsburg, seconded by Trustee
Mullany. Resolution passed. 5 Ayes, Mayor LoFranco, Trustee Mullany, Trustee Vogelsberg,
Trustee Belfort, Deputy Mayor Ross.
Trustee Comments
o Deputy Mayor Ross advised about late sign up for the basketball league to run from July 8, 2019
to August 7, 2019. If you are interested call (845) 537-0196.
o Trustee Mullany advised that a Kiosk will be installed at the Merriewold Lakefront property.
o Trustee Vogelsberg advised that the recent Photo News had a catalog of information.
o Mayor LoFranco wished everybody a safe 4th of July.

o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Vogelsberg. 5 Ayes,
Mayor LoFranco, Trustee Mullany, Trustee Vogelsberg, Trustee Belfort, Deputy Mayor Ross.
