➢ Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:04 p.m. on June 10, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o James LoFranco- Mayor
o Sue Anne Vogelsberg – Trustee
o James Mullany – Trustee
o Joseph McKay, Esq. – Counsel
o Johnny Belfort – Trustee
Absent:
o John L. Ross – Deputy Mayor
➢ Correspondence:
o No correspondence.
➢ Public Comments
o Arline Rodstrom, 27 Duelk Avenue –Inquired about the status of the bus, asked about speed bumps.
o Brian Mullen, 33 Duelk Avenue – Wanted to if there was a lien on 1023 Rte 208 property. Also asked
about the status of the speed limit reduction.
o Lucille Kelly, 13 Merriewold Ln South – Expressed concern about Mangin Road, there are many cars
and vans every 8p.m. She is concerned about the speedy cars driving on that road and the kids in the
road, Mayor LoFranco said the police will be advised.
o Inger Pappas, 24 Tanager – Expressed concern about speed bumps, said that they are a hazard
especially for emergency vehicles. Also wanted to know more about grants received. Mayor
LoFranco stated that we have received a total of $325,000.
o Donna McGoldrick, 44 Dallas Drive – Expressed concern about the speeding problem. Also wants the
lawns mowed. Another concern was her neighbor’s garbage, they have 8 pails out. Their garbage was
ripped up all over her lawn and their garbage is overflowing. Wants to know about when the street
sweeper will be out.
o Debbie Bragado, 13 Houston Ave – Expressed concerns about the lawns not being mowed. 13 Dallas,
their lawn has not been mowed and their garbage has been everywhere. Mayor LoFranco said that a
violation was given out. Also has concerns with 20 Dallas, they are using the property as a meeting
house, the cars are parked all along the streets in the wrong direction. There was also 25 kids outside,
running around with no adults around. Also discussed the traffic on 208 with all the tractor trailers,
said it is very dangerous.

o Resolution No. (064) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing to determine violations of the Village’s Code Property
Maintenance Provisions (Chapter 102). Motion to accept by Trustee Mullany, seconded by Trustee
Vogelsburg. Resolution passed. 4 Ayes, Mayor LoFranco, Trustee Mullany, Trustee Vogelsberg,
Trustee Belfort 1 Absent, Deputy Mayor Ross.
o Resolution No. (065) – Resolution of the Village Board of the Village of South Blooming Grove
adopting an amended schedule of fees and costs. Motion to accept by Trustee Volelsburg, seconded
by Trustee Mullany. Resolution passed. 4 Ayes, Mayor LoFranco, Trustee Mullany, Trustee
Vogelsberg, Trustee Belfort 1 Absent, Deputy Mayor Ross.
o Resolution No. (066) – Resolution of the Village Board of the Village of South Blooming Grove to
establish public hearing for zone change application. Motion to accept by Trustee Volelsburg,
seconded by Trustee Belfort. Resolution passed. 4 Ayes, Mayor LoFranco, Trustee Mullany, Trustee
Vogelsberg, Trustee Belfort 1 Absent, Deputy Mayor Ross.
o Resolution No. (067) – Resolution of the Village Board of the Village of South Blooming Grove
adopting a policy designating certain activities as maintenance activities within the village’s scenic
viewshed overlay district. Motion to accept by Trustee Volelsburg, seconded by Trustee Belfort.
Resolution passed. 4 Ayes, Mayor LoFranco, Trustee Mullany, Trustee Vogelsberg, Trustee Belfort 1
Absent, Deputy Mayor Ross.
o Resolution No. (068) – Resolution of the Village Board of the Village of South Blooming Grove
authorize Belleville Landscaping to preform property maintenance to abate vioolations of the village
code’s property maintenance provisions (Chapter 102) for the property located at the following
addresses: - 7 Lee Avenue, 18 Emily Lane and 57 Duelk Avenue. Motion to accept by Trustee
Volelsburg, seconded by Trustee Mullany. Resolution passed. 4 Ayes, Mayor LoFranco, Trustee
Mullany, Trustee Vogelsberg, Trustee Belfort 1 Absent, Deputy Mayor Ross.
➢ Trustee Comments
o Trustee Belfort expressed that Community Day was fantastic and that everyone did an excellent job.
o Trustee Vogelsburg wanted to mention a young man that received his Eagle Scout award for doing
his work at Sacred Heart in Monroe. She also wanted to share that the public need to do their part, if
you see something, write it up and report it.

o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Belfort, 4 Ayes, Mayor
LoFranco, Trustee Mullany, Trustee Vogelsberg, Trustee Belfort, 1 Absent, Deputy Mayor Ross.
