Village of South Blooming Grove Regular meeting Tuesday May 28, 2019 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:01p.m. on May 28, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o James Mullany – Trustee Absent: o Johnny Belfort – Trustee o Joseph McKay, Esq. – Counsel ➢ Comments o Mayor LoFranco provided details about a new petition to New York State Department of Transportation regarding a traffic light installation at the intersection of Route 208 and Mountain Rd. o Details were provided about the “No Solicitation” law. o Mayor LoFranco offered information about the Village’s upcoming Community Food Truck Day that will be held on June 9 at the Stonegate Ballpark. ➢ Correspondence: o No correspondence. ➢ Public Comments o Norm Cairns, 2 Tappan – Mentioned one of the light globes located in front of the 911 memorial is on the ground. Mayor LoFranco offered this would be addressed. o Debbie Bragado, 4 Houston Avenue – Provided details that 23 Dallas has very high grass. Mentioned there is a large amount of garbage at 13 Dallas. o John Salka, Clove Road – Inquired about the status of the Lake Anne application. Mayor LoFranco reviewed the current status of the application. Mr. Salka requested information about the bus running in the village. Mayor LoFranco offered that the case will be in court May 29 at 10 a.m. Mr. Salka asked if there are regulations regarding signs and billboards within the Village; the board advised yes there are codes regarding temporary signs and billboards. o Bill Finney, 3 Merriewold Lane South – Expressed concern about speeding on Merriewold Lane South. Blooming Grove PD Sergeant offered that they are addressing motor vehicle violations. o John Hickey, 16 Merriewold Lane South – Requested that Blooming Grove PD reach out to state police for backup with traffic enforcement. o Wanda Rudzinski, 10 Sears Road – Expressed concern about speeding motorists. 1  Village of South Blooming Grove Regular meeting Tuesday May 28, 2019 7:00 P.M. o AnnMarie Breheny, Tanager Road – Expressed concern about speeding in the Tanager Road area and suggested meeting with the owners of the school bus companies. o Debbie Bragado, 4 Houston – Mentioned details about a specific bus that she had seen speeding and placed a report to the police department. Durham Bus Company is contracted through Quality Bus. o Mayor LoFranco offered that traffic regulation improvements are being addressed within the village. o Shirley Mendi, 8 San Marcos – Reported an emergency vehicle tailgated her daughter until she pulled over. Expressed concern about speeding. o Yitzchok Feldman, 20 Green Road – Requested dead end signs for Green Road. ➢ Business o Resolution No. (062) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a public hearing to determine violations of the Village’s Code Property Maintenance Provisions (Chapter 102). Motion to accept by Deputy Mayor Ross, seconded by Trustee Mullany. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort. o Resolution No. (063) – Resolution of the Village Board of the Village of South Blooming Grove to request that the New York State Department of Transportation take action to install a traffic light at the intersection of NYS Route 208 and Mountain Road. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort. ➢ Trustee Comments o Deputy Mayor Ross offered condolences on passing of local resident John Hastings, a World War II veteran. o Trustee Mullany commented on increased truck traffic on Route 208. Mr. Mullany offered consideration to installing “No Engine Braking” signs on Route 208. o Trustee Vogelsberg provided details about upcoming book sale at Moffat Library. ➢ Abstract o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Mullany, 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort. ➢ Adjournment o Motion to close the meeting at 7:46 p.m. by Trustee Vogelsberg, seconded by Deputy Mayor Ross. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort.
