Village of South Blooming Grove Regular meeting Tuesday July 8, 2019 7:00 P.M.  Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:05 p.m. on July 8, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Anne Vogelsberg – Trustee o Johnny Belfort – Trustee Absent: o Joseph McKay, Esq. – Counsel o James Mullany – Trustee  Mayor Comments o Mayor LoFranco advised everyone to conserve water. The village is under mandatory water restrictions, the guidelines can be found on the website. Starting on June 30, water was trucked in due to a water main break that was located on July 4 at Old Town Road. Mayor LoFranco offered his thanks to all the emergency crews that worked diligently to repair the break during a holiday. o Car washing and pool filling are not permitted during water restrictions. o Water pump at Well 3 at Merriewold will be replaced on July 9, 2019 at 8am. o The project at 1032 Route 208 has been rescheduled. o The bus litigation is awaiting a response from the court.  Correspondence: o Clear key II, LLC and Gagliardi- Petition to extend the sewer district dated June 24, 2019.  Public Comments o Arlene Rodstrom – thanked the highway department for the speed sign that was installed recently. Mrs. Rodstrom later requested information about how long cars can remain parked in the same location. The mayor offered the details of the village code. o Patty Morris, 28 Pine Hill Road – requests speed bump strips be installed on Pine Hill Road. Mayor LoFranco will check inventory. o Bill Finney – Provided the Village with information on high grass at 7 Merriewold Lane South and Shannon Lane. Inquired about cement trucks at Shannon Lane, Mayor LoFranco offered that a pool is being installed. Mr. Finney also asked about the speeding in the village, Mayor LoFranco advised him to talk to Blooming Grove Police. Mr. Finney offered details about a woman and child that were involved in a motor vehicle accident. 1 Village of South Blooming Grove Regular meeting Tuesday July 8, 2019 7:00 P.M. o Christine Sliwinski – Advised the village that some property on Duelk were filling their pools from their hoses. Offered information about deliveries to a home on Duelk Avenue. Ms. Sliwinski requested the highway department trim some overgrown shrubbery within the village. o John Salka – Asked about the status of 31 Merriewold Lane South, Mayor LoFranco offered the application is in front of Planning Board. Mr. Salka offered his opinion about issuing violations to people who overuse water. Village residents will be notified about water restrictions and violations will be issued. Mr. Salka inquired about building that is taking place on a property on Pennsylvania Avenue. Mayor LoFranco explained that the issue is being investigated. Inquired about a recent “slaughtering” possibly involving a lamb within the village. Mayor LoFranco explained the code regulations regarding farm animals within the village. o Joe Favia – Thanked the highway department for painting white lines at various stop sign locations within the village. Expressed opinion of how to solve water issues. Mayor LoFranco expressed that he would accept any suggestions sent to the Village in writing. Additionally Mayor LoFranco offered details on the professional staff that is working on the water filtration system. o Simon Gelb – Requested details on the progress of professional review for the revised DEIS for Clovewood. Mr. Gelb was advised to refer to the email from the attorneys he received.  Business o Resolution No. (71) – Resolution of the Village Board of the Village of South Blooming Grove auditing and approving invoice received from Belleville Landscaping for work performed to abate property maintenance violations for the property located at 2 Michael Court. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany. o Resolution No. (72) – Resolution of the Village Board of the Village of South Blooming Grove auditing and approving invoice received from Belleville Landscaping for work performed to abate property maintenance violations for the property located at 57 Duelk Avenue. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany. o Resolution No. (73) – Resolution of the Village Board of the Village of South Blooming Grove auditing and approving invoice received from Belleville Landscaping for work performed to abate property maintenance violations for the property located at 7 Lee avenue. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany. o Resolution No. (74) – Resolution of the Village Board of the Village of South Blooming Grove auditing and approving invoice received from Belleville Landscaping for work performed to abate property maintenance violations for the property located at 18 Emily Lane. Motion to accept by 2 Village of South Blooming Grove Regular meeting Tuesday July 8, 2019 7:00 P.M. Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany. o Resolution No. (75) – Resolution of the Village Board of the Village of South Blooming Grove authorizing Belleville Landscaping to perform property maintenance to abate violations of the village code’s property maintenance provisions (Chapter 102) for the properties located at the following addresses: 3 Alamo Court, 23 Mangin Road, and 8 Sears Road. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany. o Resolution No. (76) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a public hearing to determine violations of the Village’s Code Property Maintenance Provisions (Chapter 102). Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany.  Abstract o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Vogelsberg, 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany.  Trustee Comments o Deputy Mayor Ross provided details on the progress of the Washingtonville Little League Seniors who have made it to the state competition level. o Trustee Vogelsberg provided details on the no solicitation law with regards to door to door solicitation.  Adjournment o Motion to close the meeting at 7:38 p.m. by Trustee Vogelsberg, seconded by Deputy Mayor Ross. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany.
