Village of South Blooming Grove Board of Trustees Public Hearing Monday July 22, 2019 7:01 P.M.  Call to order o Mayor LoFranco called to order the Village Board Public Hearing at 7:01 pm on July 22, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o Sue Ann Vogelsberg – Trustee o Johnny Belfort – Trustee o Joespeh McKay, Esq. Absent: o James Mullany – Trustee  Public Notice o The Village Clerk read the public notice regarding an application for a zone change at 1032 Route 208 which is currently zoned as RR to change to RC1 within the Village of South Blooming Grove.  Public Comments o Simon Gelb - Expressed that the property should have been in RC1 to begin with. Mr. Gelb stated that he spoke with the previous mayor and was told that there were issues with the prior owner. The new owner is cooperating with the Village. o Sue Blakeney – Concerned with the change from RR to RC1. Some concerns she has is the traffic impact that a commercial change will cause. The residents of Blooming Grove enjoy the rural character and open space of the town and village. She also wants to know about the pros and cons of the proposal. Ms. Blakeney also had questions about the water and what would adding a commercial property do to the water. o Bonnie Rum – Had questions about why the owner bought the property knowing it was an RR and now wants to change it. Also questioned the plans for the property, if they are going to pave for parking, and about water. o Joe Haspel, representative for applicant – Advised that the property was intended under the master plan to be a commercial property. There is no current plan intended for the use of the property yet.  Village of South Blooming Grove Board of Trustees Public Hearing Monday July 22, 2019 7:01 P.M. The applicant would have to go in front of the Planning Board when they decide how the property will be used. The issues of traffic and business will be addressed with the planning board when decided.  Mayor and Trustee Comments o Mayor LoFranco reminded the public to make comments only related to the zone change from Rural Residential (RR) to Rural Crossroads 1 (RC1). o Mayor LoFranco advised that the Village is currently waiting for comments from the county and from the Planning Board. o Motion to refer this petition to the Planning Board for their review and report by Trustee Vogelsburg, seconded by Trustee Ross, 4 Ayes, 0 Nays, 1 Absent.  Adjournment o Motion to adjourn public hearing to August 26, 2019 by Deputy Mayor Ross, seconded by Trustee Belfort at 7:15 pm. 4 Ayes, 0 Nays, 1 Absent.
