➢ Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:00p.m. on August 12, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
o Sue Anne Vogelsberg – Trustee
o James Mullany – Trustee
o Joseph McKay, Esq. – Counsel
Absent:
o Johnny Belfort – Trustee
➢ Comments
o Mayor LoFranco reminded that the village is still under mandatory water restrictions. The village has
given out fines to people violating the restrictions. The fine is $150.
o Mayor LoFranco commented on the illegal dumping in the village on Strawberry Lane, Captain
Carpenter Road, Mangin Road and Route 208. Piles of cardboard were left at these locations. The
village was able to track down whose garbage it was and they cleaned up some of it. Mayor
LoFranco went and cleaned up the remaining piles of garbage.
o Mayor LoFranco provided a brief status of village matters in litigation and expressed that he is
limited as the matters are in litigation.

o John Hickey, 16 Merriewold Lane South – Thanked the Mayor for cleaning up the garbage and
tracking down the culprit that left it there.
o Wanda Rudzinski, 10 Sears Road – Thanked the Mayor for everything that he does and getting the
grass cut.
o 17 Duelk Ave – had a question about the water, “where are we standing?”, the Mayor advised that
the application was presented in front of the Department of Health and the Village is waiting for
their approval.
o Steve, Dallas Drive – had a question regarding taxes. He was advised that any delinquent taxes are
re-levied onto the town taxes.

o Simon Gelb, Forest Road – had a question regarding 1032 Route 208, did the Planning Board have
any comments? At this time the Planning Board has not sent back any comments. Mr. Gelb also
asked if the Village Board had taken his memo on the building height into consideration. It was sent
to special counsel Dennis Lynch; he was advised to follow up.
o Rodstrum, 2 Duelk Avenue - questioned if Duelk Avenue is zoned for multi-family housing. The
Mayor suggested that if she has concerns, stop by Village Hall to discuss further.
➢ Business
o Resolution No. (080) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing (8.26.19) to determine violations of the Village’s Code
Property Maintenance Provisions (Chapter 102). Motion to accept by Trustee Vogelsburg, seconded
by Trustee Mullany. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee
Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort.
o Resolution No. (081) – Resolution of the Village Board of the Village of South Blooming Grove
setting the date and hours of the Village’s September 11, 2019 candlelight vigil. Motion to accept
by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort.
o Resolution No. (082) – Resolution setting a time and place of a Public Hearing (9.9.19) to amend
Chapter 70 of the Village Code. Motion to accept by Deputy Mayor Ross, seconded by Trustee
Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany,
Trustee Vogelsberg, 1 Absent, Trustee Belfort.
o Resolution No. (083) – Resolution of the Village Board of the Village of South Blooming Grove
adopting an amended schedule of fees and costs. Motion to accept by Deputy Mayor Ross, seconded
by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee
Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort.
➢ Trustee Comments
o Trustee Mullany commented on the candlelight vigil, it is not only for the people who lost their
lives but also for the families who were affected. If you can stop by to say a prayer.
o Deputy Mayor Ross stated the Washingtonville Little League is having their Fall Ball again this
year and registration is online for all levels. All games will be Saturdays.
o Trustee Vogelsburg commented on the Orange County Senior Games held the week of September
15th. This is a fun event for people 55 years old and older. The Moffat Library is going on a bus
trip to the Mark Twain House and there are 9 seats left on the bus. She also advised that this year
starts early voting, it will be the last week in October and will be located in Cornwall.

o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Mullany, 4 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee Vogelsberg, 1 Absent, Trustee Belfort.

o Motion to exit attorney client session at 8:15 pm by Deputy Mayor Ross, seconded by Trustee
