➢ Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:00 p.m. on September 9, 2019, at
the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
o James Mullany - Trustee
o Sue Anne Vogelsberg – Trustee
o Johnny Belfort – Trustee
o Joseph McKay, Esq.
➢ Correspondence:
o Town of Blooming Grove correspondence (8.26.2019) regarding Town ZBA Special Permit –
Timber Harvesting.
➢ Comments
o Mayor LoFranco stated that matters in litigation continue to remain before the court seeking
appropriate relief.
➢ Public Comments
o Barbara Hanley – Lakeshore Drive – Inquired about the bus and was advised that the next court date
is November 19, 2019.
o Steve Ferrara – Sears Road – stated that his neighbor is utilizing his pool as a commercial business
and that nothing has been done. The Mayor advised that the Department of Health was at the
residence in question twice and the matter was unfounded. The Department of Health has
jurisdiction regarding a potential commercial pool.
o Donna Douglas – Lakeshore Drive – Dog owners are not cleaning up after their pets when walking
them on the Merriewold Lakefront Property.
➢ Business
o Resolution No. (090) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing (October 15, 2019) to determine violations of the
Village’s Code Property Maintenance Provisions (Chapter 102). Motion to accept by Trustee
Vogelsberg, seconded by Trustee Mullany. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy
Mayor Ross, Trustee Vogelsberg, Trustee Belfort, and Trustee Mullany.
o Resolution No. (091) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing on a proposed local law regulating the removal of

double utility poles in the Village. Motion to accept by Deputy Mayor Ross, seconded by Trustee
Vogelsberg. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg,
Trustee Belfort and Trustee Mullany.
o Resolution No. (092) – Resolution in support of upgrading Route 17 in Orange and Sullivan
Counties. Motion to accept by Trustee Vogelsberg, seconded by Trustee Mullany. Resolution
passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Belfort and
Trustee Mullany.
➢ Trustee Comments
o Deputy Mayor Ross commended Girl Scout Troop #317 for the great job with their community
project donating school supplies as a way to give back to the community and for those who are in
need which are available from the Little Free Library at Round Hill Elementary School.
o Deputy Mayor Ross shared a story of a good Samaritan that stopped and helped move a deer from
the roadway and expressed his appreciation and admiration for good community people.
o Trustee Mullany stated that many drivers are failing to stop at the intersection of Pine Hill and
Mangin Road. He asked that residents wear reflective clothing while walking especially at night.
o Trustee Vogelsberg announced that the library is having a bus trip on November 16, 2019.
Information will be posted on the Library’s website. She reminded residents that the last day to
file an absentee ballot for the upcoming election is October 28, 2019. The Orange County Board
of Elections has a website with all information regarding the upcoming election.
➢ Abstract
o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Trustee Mullany, 5 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, and Trustee Mullany.
➢ Adjournment
o Motion to enter into attorney client session at 7:21 pm by Deputy Mayor Ross, seconded by Trustee
Vogelsberg. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg and
Trustee Mullany.
o Motion to exit attorney client session at 8:30 pm by Trustee Mullany, seconded by Deputy Mayor
Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg and
Trustee Mullany.
o Motion to close the meeting at 8:30 p.m. by Trustee Mullany, seconded by Deputy Mayor Ross. 5
Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg and Trustee
Mullany.
