Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:31p.m. on August 26, 2019, at the
South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
Roll call
The following persons were present:
o James LoFranco- Mayor

o Sue Anne Vogelsberg – Trustee

o Dennis Lynch, Esq.

Correspondence:
o Bus Permit Application – Derech Emunah LLC
o 2 Duelk Avenue Driveway Application
Comments
o Special Counsel Dennis Lynch offered information regard the bus permit application.
o Mayor LoFranco reviewed details of a driveway application.
Public Comments
o Brian Mullan, Duelk Avenue – Inquired about lowering the village speed limit to 25 miles per hour.
Mr. McKay provided details that engineers for the village are reviewing the proposal and will make
recommendations.
o Isaac Ekstein, Virginia Avenue – Inquired about traffic light at Mountain Road. Explained that he
supports the lowering of the speed limit.
o Bonnie Rum – Offered opinion that the village may want to install more stop signs with police
enforcements for speed reducing measures.
o Shirley Mende, San Marcos – Reported that there was an ice cream truck in the neighborhood
operating without a permit. Ms. Mende was advised to stop into Village Hall to fill out an incident
report. First call should be to the police.
o Bill Finney, Merriewold Lane South – Thanked the board for their dedication. Explained he is
concerned about the blue bus in the neighborhood. Mr. Lynch explained that the village has taken
the bus operator to court and that the case is still in litigation. Mr. Finney asked about the noise
ordinance. Mayor LoFranco reviewed the noise ordinance.
o John Salka, Clove Road – Offered opinion on enforcement of speeding. Mayor LoFranco explained
that there has been a strong police presence within the village issuing traffic violations. Asked if the

village residents can vote to put up stop signs. Mr. McKay explained the laws of installing stop
signs. Mr. Salka offered opinion of membership club within the village.
o Simon Gelb, Forest Road – shared opinion about amount of water available within the village. Mr.
Lynch asked Mr. Gelb to provide the document which detailed all the information shared at the
meeting. Mr. Gelb further explained about how the village should go about acquiring a traffic light
at Mountain Road.
o Arlene Rodstrum, Duelk Avenue - questioned if Duelk Avenue is zoned for multi-family housing.
The Mayor suggested that if she has concerns, stop by Village Hall to discuss further.
Business
o Resolution No. (084) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing (September 23, 2019) to determine violations of the
Village’s Code Property Maintenance Provisions (Chapter 102). Motion to accept by Deputy Mayor
Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor
Ross, Trustee Vogelsberg, Trustee Belfort.1 Absent, Trustee Mullany.
o Resolution No. (085) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing the mayor to execute an agreement with Tilcon for the reclamation of Sgt. Matt Kelly
Square. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor Ross. Resolution
passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Belfort.1

o Resolution No. (086) – Resolution setting a time and place of a Public Hearing (September 23, 2019)
on the application of Cookoo’s Nest, LLC for a special use permit. Motion to accept by Deputy
Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy
Mayor Ross, Trustee Vogelsberg, Trustee Belfort.1 Absent, Trustee Mullany.
o Resolution No. (087) – Resolution of the Village Board of the Village of South Blooming Grove
exempting the Village of South Blooming Grove from applicable application fees associated with
improvements to Village Hall. Motion to accept by Trustee Vogelsberg, seconded by Deputy Mayor
Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Mullany, Trustee
Vogelsberg, 1 Absent, Trustee Belfort.
o Resolution No. (088) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing Belleville Landscaping to perform property maintenance to abate violations of the
village code’s property maintenance provisions (Chapter 102) for the properties located at the
following address: 28 Fort Worth Place. Motion to accept by Deputy Mayor Ross, seconded by
Trustee Vogelsberg. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee
Belfort, Trustee Vogelsberg, 1 Absent, Trustee Mullany.
o Resolution No. (089) – Resolution of the Village Board of the Village of South Blooming Grove
authorizing Belleville Landscaping to perform property maintenance to abate violations of the
village code’s property maintenance provisions (Chapter 102) for the properties located at the

following address: 57 Duelk Avenue. Motion to accept by Trustee Vogelsberg, seconded by
Deputy Mayor Ross. Resolution passed. 4 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee

Trustee Comments
o Trustee Belfort wished all a Happy Labor Day.
o Mayor LoFranco offered that the garbage within the village is a disgrace and asked residents to
pick up their trash.

o Motion to adopt the Abstract by Trustee Vogelsberg, seconded by Deputy Mayor Ross, 4 Ayes,
Mayor LoFranco, Deputy Mayor Ross, Trustee Belfort, Trustee Vogelsberg, 1 Absent, Trustee
