➢ Call to order
o Mayor LoFranco called to order the Village Board Meeting at 7:00 p.m. on December 23, 2019, at
the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South
Blooming Grove, and having a mailing address of Monroe, New York.
➢ Roll call
The following persons were present:
o James LoFranco- Mayor
o John L. Ross – Deputy Mayor
o James Mullany - Trustee
o Sue Anne Vogelsberg – Trustee
o Johnny Belfort - Trustee
o Joseph McKay, Esq.
➢ Correspondence:
o None.
➢ Public Comments
o John Hickey advised that it’s the first time in the history of the village that the village has been so
successful in obtaining that kind of money and it is definitely attributable to your efforts singularly
and he wanted to thank you on behalf of all the village residents.
o Wanda Rudzinski, Sears Road – advised that garbage cans are being left out on a daily basis and this
is causing garbage to blow onto the streets and surrounding properties.
o
➢ Mayor and Trustee Comments
o Mayor LoFranco stated that there were three sewer backups in three weeks. Residents should be
mindful of what they put into the sewer system. As a result, the Village may need to raise sewer
rates next year. There is no parking on the village streets during the winter months. If you need
to make arrangements regarding parking, please contact the Town of Blooming Grove Police
Department. The Village has secured grants in the sum of $985,000. It was a combined effort,
the Mayor thanked the Board, the Village Staff, Village Engineer, Water Operator,
Assemblymen and residents for all their hard work. John Salka will be receiving an award New
York State Senate Accommodation Award. Lastly, he wished all Happy Holidays and Happy
New Year.
o Deputy Mayor Ross advised that he recently attended a round table meeting with Assemblyman
Colin Schmitt discussing the opioid crisis/epidemic. It was a very educating and helpful and
needs more attention from Albany. He advised that there are many local programs that are
helpful and available in the area.

o Trustee Mullany wished everybody and Merry Christmas and Happy Holidays.
o Trustee Sas announced the upcoming Empty Bowls fundraising event at Washingtonville Senior
High School on March 20, 2020. Information can be found on the Washingtonville Central
School District Website. Working with the Town of Blooming Grove to get one of two senior
buses to assist in getting residents to the polls to vote. She wished all Happy Holidays and Happy
New Year.

o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Mullany, 5 Ayes, Mayor
LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort.
➢ Adjournment
o Motion to enter attorney client session at 7:13 p.m. by Trustee Vogelsberg, seconded by Deputy
Mayor Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany
and Trustee Belfort.
o Motion to exit attorney client session at 7:35 p.m. by Deputy Mayor Ross, seconded by Trustee
