Village of South Blooming Grove Regular meeting Monday December 9, 2019 7:00 P.M. ➢ Call to order o Mayor LoFranco called to order the Village Board Meeting at 7:00 p.m. on December 9, 2019, at the South Blooming Grove Village Hall located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. ➢ Roll call The following persons were present: o James LoFranco- Mayor o John L. Ross – Deputy Mayor o James Mullany - Trustee o Sue Anne Vogelsberg – Trustee o Johnny Belfort - Trustee o Joseph McKay, Esq. ➢ Correspondence: o None. ➢ Comments The Mayor announced that the public hearing for Clovewood remains open, therefore there is still opportunity to submit written comment. Litigation matters continue to move forward. On December 7, 2019 there was a water main break on Mangin Road. ➢ Public Comments o June A Caleca Dallas Drive – advised that her water is always yellow or white. o Debbie Bragado Houston Avenue – advised that ice continues to build up in the road at 2 Houston Avenue near the stop sign. She advised that the school bus had problems recently due to the icing. o John Salka Clove Road – inquired about 1233 Rte 208 and Merriewold Lane South. He expressed his concern about State Route 208 where recent repairs were made. He advised that there have been numerous accidents and he believes the recent repairs are a safety concern. He was asked to provide his concerns in writing. o ➢ Business o Resolution No. (115) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place (January 13, 2019) for a public hearing on the sewer district extension petitions filed by Clerk Key II, LLC and Linda and Gerald Gagliardi. Motion to accept Trustee Mullany, Seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort. 1  Village of South Blooming Grove Regular meeting Monday December 9, 2019 7:00 P.M. o Resolution No. (116) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing the Village Clerk to advertise for bids in connection with the Village’s Merriewold Wellfield Improvements Project. Motion to accept Trustee Mullany, Seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort. o Resolution No. (117) – Resolution of the Village Board of the Village of South Blooming Grove granting Manuel Naula (SOMNI) application for an amplified sound permit pursuant to Village Code Chapter 73. Motion to accept by Deputy Mayor Ross, seconded by Trustee Vogelsberg. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort. o Resolution No. (118) – Resolution of the Village Board of the Village of South Blooming Grove retaining special counsel Attorney Serrano. Motion to accept Trustee Mullany, Seconded by Deputy Mayor Ross. Resolution passed. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort. ➢ Trustee Comments o Deputy Mayor Ross thanked the residents for attending the recent public hearing and advised that he was impressed with many of the comments. o Trustee Vogelsberg agreed with Deputy Mayor Ross. Additionally, reminded people to register to vote. o Trustee Belfort also agreed with Trustee Ross and was impressed and appreciated at the attendance and comments made at the recent meeting. ➢ Abstract o Motion to adopt the Abstract by Deputy Mayor Ross, seconded by Trustee Vogelsberg, 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Trustee Belfort. ➢ Adjournment o Motion to enter attorney client session at 7:22 p.m. by Trustee Vogelsberg, seconded by Deputy Mayor Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Absent Trustee Belfort. o Motion to exit attorney client session at 7:46 p.m. by Deputy Mayor Ross, seconded by Trustee Mullany. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Absent Trustee Belfort o Motion to close the meeting at 7:48 p.m. by Trustee Vogelsberg, seconded by Deputy Mayor Ross. 5 Ayes, Mayor LoFranco, Deputy Mayor Ross, Trustee Vogelsberg, Trustee Mullany and Absent Trustee Belfort.
