Village of South Blooming Grove ReGULAR meeting Monday December 28, 2020 7:00 P.M.  Call to order o Mayor Kalaj called to order the Village Board Meeting at 7:12 p.m. on December 28, 2020, via Zoom Meeting ID#975 0000 8147 for the Village of South Blooming Grove Village located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Abraham Weiss – Deputy Mayor o John L. Ross - Trustee o Yitzchok Feldman– Trustee o Johnny Belfort - Trustee o Scott B. Ugell, Esq. – Village Attorney  Correspondence o None  Mayor’s Comments o Happy Kwanza and I hope everybody had a nice holiday.  Business o Resolution No. (082) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to terminate contract with JPK Environmental Inc. as water and sewer operator for the Village of South Blooming Grove. Motion to accept by Mayor Kalaj, seconded by Deputy Mayor Weiss. Resolution passed. 5 Ayes - Mayor Kalaj, Trustee Weiss, Trustee Feldman, Trustee Ross and Trustee Belfort. o Resolution No. (083) – Resolution of the Village Board of the Village of South Blooming Grove adopting the rents and rates for the Village’s Water District. Motion to accept by Trustee Ross, seconded by Mayor Kalaj. Resolution passed. 5 Ayes - Mayor Kalaj, Trustee Weiss, Trustee Feldman, Trustee Ross and Trustee Belfort. o Resolution No. (084) – Resolution of the Village Board of the Village of South Blooming Grove adopting the rents and rates for the Village’s Sewer District. Motion to accept by Deputy Mayor Weiss, seconded by Mayor Kalaj. Resolution passed. 5 Ayes - Mayor Kalaj, Trustee Weiss, Trustee Feldman, Trustee Ross and Trustee Belfort. 1  Village of South Blooming Grove ReGULAR meeting Monday December 28, 2020 7:00 P.M.  Public Comment o o Sonia Ayala, Merriewold Lane North – Was the proposal for water operator published? What happens to Delfino when you terminate the agreement with JPK Enviromental? The Mayor advised that Delfino will continue. o Scott Morrice – Pine Hill Road – What is the reason for changing the water operator? o Eric Vogelsberg, Prospect Road – Where was the notice posted for water operator? The Mayor advised they have 3 months to do same, not posted yet. o Sue Anne Vogelsberg, Prospect Road – During the last snow and rain event there was a lot of run off onto the east side of Prospect Road which has left behind a lot of sediment. What number is she supposed to call when this occurs. The Mayor advised to call Village Hall. Ms. Vogelsberg asked what the status of the vehicle purchase for the village. The Mayor advised they are working on it. Ms. Vogelsberg asked why the correspondence line reads “none” at all the village board meetings? Lastly, Ms. Vogelsberg advised that the property at 185 Prospect Road is again acting as an Air B & B with the same host online. o Bonnie Rum commented why are residents only allowed to comment and not allowed to ask questions; at other meetings such as the Town Board Meeting the Supervisor knows and responds to the publics inquiries. o Scott Morrice, Pine Hill Road asked what the status of the parked school buses at the old bank property. The Mayor replied that the code enforcement officer is handling that matter. o John Hickey, Merriewold Lane South asked that we can conclude that the buses remain parked illegally. He asked the Mayor if the buses are currently parked illegally. The Mayor advised that this is being handled by the Code Enforcement Officer. o Scott Morrice, Pine Hill Road asked why the abstract is not online and if he could review the abstract. Village Attorney Ugell advised that the abstract can be FOILED.  Abstract o Motion to adopt the Abstract by Mayor Kalaj, seconded by Trustee Ross. 5 Ayes - Mayor Kalaj, Trustee Weiss, Trustee Feldman and Trustee Ross and Trustee Belfort.  Trustee Comments o Trustee Ross is concerned about school buses backing up into cul-de-sacs in order to turn around. The village could send some correspondence regarding this dangerous activity. Additionally, Mr. Ross disagrees with attorney Ugell with regard that residents cannot ask questions. Mr. Ross feels that the meeting is a forum where residents can receive answers to their questions. o Trustee Belfort agrees with Trustee Ross that this is a forum for the Village. Mr. Belfort asked that resident remove furniture from their yards. The weather creates dangerous conditions for furniture and other items on properties. A trampoline has been blowing through the neighborhood, leaving piece of it behind and creating dangerous conditions. Please clean up furniture and debris from yards and have items secure. Lastly, Trustee Belfort asks that drivers stop tailgating especially throughout the village streets. There is absolutely no reason to be tailgating, STOP TAILGATING!
