Village of South Blooming Grove REGUALR MEETING Monday January 25, 2021 7:00 P.M.  Call to order o Mayor Kalaj called to order the Village Board Meeting at 7:03 p.m. on January 25, 2021, at the South Blooming Grove Fire House located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj- Mayor o Johnny Belfort – Trustee o Yitzchok Feldman – Trustee o John L. Ross – Trustee o Scott B. Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Absent: Abraham Weiss – Deputy Mayor  Mayor’s Comments: o Buses have been removed from bank property; we are still waiting on parts for the filtration system but I have been told it will complete by March 31st; we had a few water main breaks last week- one on Stonegate and one on Mangin and water was trucked in; a storm is predicted for tomorrow night so please do not park on the street and remove all belongings from the street; the Town of Blooming Grove natural resource booklet is available at Village Hall and will be on the website in the near future.  Correspondence: o none  Public Comments o Sonya Ayala: was impersonated in chat room at the last Zoom village board meeting; she did not offer free garbage cans or service, her impersonator did; this was reported to Blooming Grove PD; she also explained the Ton’s contract with IWS and costs for additional cans. o Sue Anne Vogelsberg: 185 Prospect is still posting on Air B&B; asked for update on the $40,000 vehicle purchase; asked for the contract for Reliable Computers; asked if board members could be visible during Zoom meetings; asked if chat during Zoom meetings could be disabled. o Jimmy LoFranco: three properties need to be addressed regarding property maintenance: 5 Green, 8 Kingsville and 5 Dallas- asked for update; asked what information and which meetings the volunteers privy to; asked if they have ever been involved in executive session; advised mayor that he should interview other attorneys that are better versed in municipal law, as the taxpayers are being cheated. o Scott Morrice: feels there should be a better way to report water main breaks. 1  Village of South Blooming Grove REGUALR MEETING Monday January 25, 2021 7:00 P.M. o John Hickey: requests that the board ask the Lake Anne property holders to donate the land to the village as park land; displeased with chat during Zoom meetings. o Eric Vogelsberg: asked if constituents could get copies of resolutions before meetings. o Dawn Salka: asked questions about election inspectors job descriptions and stipends.  Business o Resolution No. (3) – Resolution of the Village Board of the Village of South Blooming Grove appointing election inspectors for the upcoming Village Election on March 16, 2021. Motion to accept by Mayor Kalaj, seconded by Trustee Feldman, 4 Ayes, Mayor Kalaj, Trustee Belfort, Trustee Feldman, and Trustee Ross. Absent-. Deputy Mayor Weiss  Abstract o Motion to adopt the Abstract by Mayor Kalaj, seconded by Trustee Feldman, 4 Ayes, Mayor Kalaj, Trustee Belfort, Trustee Feldman, and Trustee Ross. Absent-. Deputy Mayor Weiss  Trustee Comments o Trustee Ross: COVID is serious; asked if the mayor had been in contact with bus companies concerning safety issues; displeased with chat on Zoom. o Trustee Feldman: the mayor is leading by example- please take COVID seriously. o Trustee Belfort: we are going to enforce property maintenance code and laws.  Adjournment o Motion to close the meeting at 7:38 p.m. by Mayor Kalaj, seconded by Trustee Feldman. 4 Ayes, Mayor Kalaj, Trustee Belfort, Trustee Feldman, and Trustee Ross.
