Call to order
o Mayor Kalaj called to order the Village Board Meeting at 7:05 p.m. on March 8, 2021, via Zoom
Meeting #939 9753 6164 for the South Blooming Grove Village Hall located at 811 State Route 208,
within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.

The following persons were present:
o George Kalaj – Mayor
o John L. Ross - Trustee
o Yitzchok Feldman– Trustee
o Johnny Belfort - Trustee
o Scott B. Ugell, Esq. – Village Attorney

o Abraham Weiss – Deputy Mayor
Correspondence
o None
Mayor’s Comments
o The Mayor expressed his condolences for the recent house fire. We had a water main break on
Beech Tree round- no water was shut off and we did not have to truck in any water. We have a
status meeting on Wednesday morning with the Water Department and the construction company
working on the Merrieewold water filtration. The mayor encouraged everyone to fill out the police
survey on the village website. The Police Chief is encouraging everyone to wear reflective safety
vests when walking and he is looking in to the bus issue.
Public Comment
o Donna Douglas – asked that the public fill out the Police Survey.
o Sonia Ayala – discussed process to secure an additional garbage bin.
o John Salka – Fire Department worked very hard at house fire and expressed condolences to the
family; please keep streets clear so the emergency vehicles can get through; asked about progress on
a police substation in the village; concerned with homes converting garage into living space.
o Sue Anne Vogelsberg – thanked Kerry for setting up the GoFundMe for the Campo family; asked
for updates on the $40,000 vehicle purchase; concerned with garbage being a health issue and steed
that the state is responsible for enforcing the Sanitary Code; asked for status on Air B&B
enforcement.
o Scott Morrice – concerned with the upcoming election.
o Lydia Terwilliger – expressed condolences for the Campo family; concerned with speeding drivers
and the safety of pedestrians; concerned with water quality.

o Edie Johnson – asked if she could help in any way using the Orange County Post.
Business
o Resolution No. (06) – Resolution of the Village Board of the Village of South Blooming Grove
setting a time and place for a public hearing to determine violations ……. Motion to accept by
Mayor Kalaj, seconded by Trustee Ross. Resolution passed. 4 Ayes - Mayor Kalaj, Trustee Feldman,
Trustee Ross and Trustee Belfort; 1 Absent- Trustee Weiss.
Abstract
o Motion to adopt the Abstract by Mayor Kalaj, seconded by Trustee Ross. 4 Ayes - Mayor Kalaj,
Trustee Feldman and Trustee Ross and Trustee Belfort; 1 Absent – Trustee Weiss.
Board Discussion
o
Trustee Comments
o Trustee Ross stated it might behoove the village to investigate a shorter timeline for code
enforcement; it important that everyone votes in the election next week;
o Trustee Belfort agrees with shortening the timeline for code enforcement; asked if residents would
break down their boxes before putting them in their recycling bins.

o Motion to close the meeting at 7:52 p.m. by Mayor Kalaj, seconded by Trustee Ross, 4 Ayes - Mayor
Kalaj, Trustee Feldman, Trustee Ross and Trustee Belfort; 1 Absent- Trustee Weiss.
