Village of South Blooming Grove REGUALR MEETING Monday February 22, 2021 7:00 P.M.  Call to order o Mayor Kalaj called to order the Village Board Meeting at 7:03 p.m. on February 22, 2021via Zoom Meeting #984 2998 0416 for the South Blooming Grove located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj- Mayor o Abraham Weiss – Deputy Mayor o Johnny Belfort – Trustee o Yitzchok Feldman – Trustee o John L. Ross – Trustee o Scott B. Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Holly Brown – Village Treasurer o Noah Nadelson – Munistat, Financial Advisor  Financial Advisor Comments: o Noah Nadelson of Munistat, Village Financial Advisor explained the resolutions presented to the board. The reasons for refinance of the bonds and additional borrowings for the water project. Interest rates are at a lower rate and reimbursement from the State has been delayed due to Covid-19.  Mayor’s Comments: o The Mayor advised of the two recent water main breaks at Stonegate Drive and Tanager Road on the 18th and one at Mangin Road on the 21st. o The Mayor was happy to announce the arrival of the water filters for the filtration plant from California and is hoping the project will be complete in 2-3 weeks. o The Mayor was sad to announce that the Deputy Clerk will be leaving the Village. He wishes her good luck and good health.  Correspondence: o none  Public Comments o Scott Morrice advised that there is a dip in the road at 69 Duelk and should be addressed by the highway department. o Lydia Terwillger thanked the mayor for his response. She stated that the bus did not back up this week. She feels the trustees should appear on video. 1 Village of South Blooming Grove REGUALR MEETING Monday February 22, 2021 7:00 P.M. o Sue Anne Vogelsberg expressed her concern about being able to visualize the trustees on camera to confirm that it is actually them. She feels that they should be seen on the video. o Bonnie Rum announced that the election is next month and everybody should come out to vote. o Sonya Ayala recommended that the Village Board consider that the Village Planning Board needs a hydrogeologist, ecologist, planner and traffic engineer on their team. They need a professionals that are experts in their field in order to make the right decisions in the best interest of the village. They have a few applications before them and they need the expertise. Right now they have an engineer that is providing some of these services; this might save money in the short term in the budget by paying one professional, but in the long run it won’t. It would serve the village and planning boards well to have independent professionals in order to avoid conflicts of interest. She also suggested that the Mayor meet with Town Supervisor Jeroloman to discuss the advantages of having these professionals assisting the village. o Brian Mullen – Garbage cans throughout the neighborhood are overflowing with garbage, rodents are coming and this is a public health hazard. Residents need to obtain another can for a small charge. The village has to do something regarding this. o  Business o Resolution No. (3) – Resolution of the Village Board of the Village of South Blooming Grove appointing election inspectors for the upcoming Village Election on March 16, 2021. Motion to accept by Mayor Kalaj, seconded by Trustee Feldman, 4 Ayes, Mayor Kalaj, Trustee Belfort, Trustee Feldman, and Trustee Ross. Absent-. Deputy Mayor Weiss  Abstract o Motion to adopt the Abstract by Mayor Kalaj, seconded by Trustee Ross, 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Belfort, Trustee Feldman, and Trustee Ross.  Trustee Comments o Trustee Belfort is working on changing a few things to address the garbage. Bulk garbage pick- up does not begin until April 1, 2021. o Trustee Ross thanked Holly and Noah for explaining the bond resolutions. He wishes Deputy Clerk Christine all the best and she is going to be missed. If you see garbage pick it up and put it in your own can. o Trustee Feldman addressed garbage issue and is seeking a way to resolve. He feels that another $16 per month is high. The Town agreement goes until 2022. Maybe pick-up 2 times per week. At the last meeting bus number 502 was provided and said speeding, Trustee Feldman spoke with the bus company directly and that bus was not in service that day.  Adjournment o Motion to close the meeting at 7:38 p.m. by Mayor Kalaj, seconded by Trustee Feldman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Belfort, Trustee Feldman, and Trustee Ross.
