Call to order
o Mayor Kalaj called to order the Public Hearing to inform citizens of the opportunity to apply for
federal funding, review its community development needs and to obtain citizen input on which
activities should be included in funding proposal and application and authorize the submittal of
application at 11:10 a.m.. on June 25, 2021 via Zoom Webinar 96263377246 for the South
Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and
having a mailing address of Monroe, New York.

The following persons were present:
o George Kalaj- Mayor
o Abraham Weiss – Deputy Mayor
o Asher Guttman – Trustee
o Yitzchok Feldman – Trustee
o Zalmon Rosner – Trustee
o Scott B. Ugell, Esq. – Village Attorney
o Al Fusco – village Engineer
o Kerry Dougherty – Village Clerk
Comments:
o The Mayor asked the Village Engineer, Al Fusco to address this and advise the pubic regarding
the Community Development Block Grant.
o The Village Engineer advised the following:
The Village of South Blooming Grove is a member of the consortium for Orange County
Community Development and as such the Untied States Department of Housing and Urban
Development has funding available for the consortium members. The Village is allowed to apply
for one project up to $125,000 per year. This year we are paying for drainage improvements on
Duelk Avenue and in the back yards over easements that go down to Route 208. They are in
severe disrepair, there is icing conditions on Duelk as you go up the hill. This will alleviate that
and also correct the issues in easements and upgrade the storm drainage system coming off of
Duelk. We have made application, the clerk has been working with us, as well as the board to
make the appropriate resolutions to move forward with the project. They are due at 4pm today so
I urge you to approve this project and the resolutions before so that we can submit this today for
$125,000 grant.
Public Comments
o Sheila McGroddy was recently at a Town of Hamptonburgh Meeting and they indicated that they
were now required to have all board members accessible to the public, meeting in public where the
public can also join them. That seems to be in conflict with what was mentioned today, that you

were expecting to continue via Zoom. Is the application form for the development of the Block
Grant that you are submitting available to the pubic on the village website, she did not see a
completed application available for public review.
o Sonia Ayala is this grant for the Duelk Road drainage project. The engineer advised yes.
o Sue Anne Vogelsberg stated that monies have been earmarked in the past for work on Lake Shore
Drive and Prospect Road and that work hasn’t been done yet and she hopes that whatever the Village
Board decides on doing that they take care of projects that were already earmarked and get that taken
care of before we move forward with anything new.

o Motion to close the public hearing at 11:25 a.m. by Deputy Mayor Weiss, seconded by Mayor Kalaj.
