Village of South Blooming Grove Public hearing Monday September 13, 2021 8:02 P.M.  Call to order o Mayor Kalaj called to order the Village Public Hearing regarding Special Permit – House of Worship – 1 Roanoke Drive at 8:11 p.m. on September 13, 2021 via Zoom Webinar No. 881 0557 6852 for the South Blooming Grove located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj- Mayor o Abraham Weiss – Deputy Mayor o Yitzchok Feldman – Trustee o Asher Guttman – Trustee o Zalmon Rosner – Trustee o Scott B. Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Joel Stern - Confidential Assistant to Mayor o Isaac Ekstein – Legislative Aide to Mayor  Public Comment o Kristie Johnson – she was just able to FOIL those address today and asked that the board hold off on voting on this until she has reviewed it. She cannot comment on something she has no information on. Her comment stands for all public hearings addressed this evening. o Susan Walski – Since Roanoke is off of Route 208 has a traffic study been done. Ms. Walski was advised this address, 1 Roanoke Drive is not off of Route 208. o Bonnie Rum – How big of a House of Worship plan to be, what percentage of the property is going to be used as the house of worship and therefore become tax exempt? She is assuming it is based on how many members. o Isssac Ekstein replied as he is the president of the congregation at 1 Ronaoke Drive. The entire house is being utilized as a house of worship, nobody is living in that house, it is exclusively utilized as a house of worship and there is no construction being performed it is just an existing house that is being utilized as a house of worship, 100% of the property. o Bonnie Rum – inquired about the parking, exits, fire control. o Issac Ekstein responded that that is why we have a code enforcement officer and building inspector to make sure that is everything is being done the right way. The Village Board is not giving a Certificate of Occupancy, it is approving the change of use and giving the authority to the building inspector and code enforcement officer to comply with State Code.  Adjournment o Motion to close the public hearing at 8:20 p.m. by Mayor Kalaj, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman, and Trustee Rosner.
