Village of South Blooming Grove BUDGET WORKSHOP AND REGULAR Meeting Monday OCTOBER 23, 2023 8:00pm BUDGET WORKSHIP  Call to order Mayor Kalaj called to order the Village Board Budget Workshop Meeting at 8:02pm on October 23, 2023, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Mayor Kalaj - Mayor o Asher Guttman- Trustee o Zalmon Rosner – Trustee o Isaac Ekstein – Legislative Aide to Mayor o Joel Stern – Confidential Assistant to the Mayor o Scott Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Tim Doyle, CPA – Bonadio Group o Todd Maurizzo – Engineer, Fusco Engineering • Absent o Abraham Weiss – Deputy Mayor o Yitzchok Feldman- Trustee  Discussion o CPA Tim Doyle presented to the board a 2024 tentative Budget and explained briefly the budget process and went over the initial first draft of the budget. • Adjournment o Motion to close the budget workshop at 8:23 pm. by Mayor Kalaj, seconded by Trustee Guttman. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. REGULAR VILLAGE BOARD MEETING  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:02pm on October 23, 2023, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York. 1  Village of South Blooming Grove BUDGET WORKSHOP AND REGULAR Meeting Monday OCTOBER 23, 2023 8:00pm  Mayor’s Comments o Please do not flush unflushable items it is not good for sewer system. o Be careful driving. There is no parking in the streets especially with the winter and the snow coming. Move your garbage cans out of the road.  Correspondence o Isaac Ekstein advised we received correspondence from the Town of Palm Tree County Center by Route 208 and Mountain Road.  Public Comment • Sue Anne Vogelsberg – She asked about the MS4 report for the village. She inquired about parkland fees and Prospect Gardens. She doesn’t understand how monies collected for a park that would not be for the community. 206 Prospect Road did not go before the zoning. They were constructing at night and feels that code was not followed. Isaac Ekstein you may want to review the last planning board meeting. There is a Parkland Fee, that goes towards creating parks for the village. On the plans for the Prospect Gardens project there will be community gardens and other items that are owned and operated by the Prospect Garden. Todd Maurizzo regarding 206 Prospect Road, we have had multiple inspectors out to the property.  Business o Resolution No. (059) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Village Clerk to submit delinquent water and sewer charges for relevy. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (060) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the County of Orange to collect delinquent village taxes. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (061) – Resolution of the Village Board of the Village of South Blooming Grove scheduling the public hearing the 2024 village budget. Motion to accept by Trustee Guttman, seconded by Trustee Rosner 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (062) – Resolution of the Village Board of the Village of South Blooming Grove setting a public hearing for a local law to override the tax levy limit. Motion to accept by Trustee Guttman, seconded by Trustee Rosner - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (063) – Resolution of the Village Board of the Village of South Blooming Grove setting a public hearing for a local law to amend Chapter 222 of the Village Code entitled Vehicle 2  Village of South Blooming Grove BUDGET WORKSHOP AND REGULAR Meeting Monday OCTOBER 23, 2023 8:00pm and Traffic. Motion to accept by Trustee Rosner, seconded by Deputy Mayor Weiss - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (064) – Resolution of the Village Board of the Village of South Blooming Grove adopting the policy and procedure manual for the Village of South Blooming Grove Fire Company No 1. Motion to accept by Trustee Rosner, seconded by Trustee Guttman - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (065) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to enter into a water and sewer developer’s agreement with Prospect Gardens. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (066) – Resolution of the Village Board of the Village of South Blooming Grove setting a public hearing for the expansion of sanitation services. Motion to accept by Trustee Rosner, seconded by Mayor Kalaj - 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman. o Resolution No. (067) – Resolution of the Village Board of the Village of South Blooming Grove extending the contract with Consorti Borthers.
