Village of South Blooming Grove Public hearing and Regular Meeting Monday December 4, 2023 8:00pm PUBLIC HEARING A public hearing for the purpose of conducting a public hearing in relation to the increase and improvement of facilities of the South Blooming Grove Consolidated Water District No. 1 , consisting of various water system improvements and upgrades including: (i) construction of two (2) new wells and pipeline; (ii) construction of one (1) new pumping station on the Mangin Road storage and pumping station site; (iii) construction of a 400,000 gallon elevated steel water storage tank on the Fort Worth storage site; and (iv) replacement of one (1) mile of existing water pipeline and associated hydrants and line valves, and any and all necessary furnishings, equipment, machinery, apparatus, installations, appurtenances, accessories and related engineering, demolition and other costs in connection with the foregoing, at the estimated maximum cost, including preliminary costs and costs incidental thereto and the financing thereof, of $10,000,000, all as further described in the map, plan and report dated November 2021 and amended June 2023 prepared for the Village by C&S Engineers, Inc., Syracuse, New York, which is on file with the Village Clerk. The Village expects that all or part of the cost of the project may be financed through the State of New York Environmental Facilities Corporation pursuant to the Water Infrastructure Improvement Act (WIIA), or any other source of funding. REGULAR VILLAGE BOARD MEETING  Call to order Mayor Kalaj called to order the Village Board Public Hearing at Meeting at 8:10 pm on December 4, 2023, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Public Comment • None  Discussion o Al Fusco advised the board that we are very fortunate to apply 2 times for a grant and we were notified a year ago that it changed to 10 Million. o Al Fusco discussed grants for water. Then we can start working and obtain a new water tank to increase pressure and hopefully some new wells. He continued and discussed future grants for water and sewer. o Al Fusco discussed text changes to Chapter 235. o Joel Stern, Al Fusco and the Board discussed the building process and fees for funds including but not limited to streets, sidewalks and street lights.  Business o Resolution No. (81) – Resolution of the Village Board of the Village of South Blooming Grove amending the bond resolution adopted on October 25, 2021 and heretofore amended on March 13, 2023 authorizing the issuance of bonds for various water system improvements. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman, and Trustee Guttman. o Resolution No. (83) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a public hearing regarding proposed local law amending Chapter 235 regarding text and fees for funds of the Village Code.
