Village of South Blooming Grove Regular Meeting Monday JANUARY 8, 2024 8:00pm  Call to order Deputy Mayor Weiss called to order the Village Board Meeting at 8:02pm on January 8, 2024, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Abraham Weiss – Deputy Mayor o Yitzchok Feldman- Trustee o Asher Guttman- Trustee (Late) o Zalmon Rosner – Trustee o Joel Stern – Confidential Assistant to the Mayor o Scott Ugell Esq. – Village Attorney o Al Fusco- Village Engineer o Kerry Dougherty – Village Clerk o Absent – George Kalaj – Mayor o Absent – Isaac Ekstein – Legislative Aide to Mayor  Public Comment • Bonnie Rum – stated that the village could not create districts and asked Attorney Ugell the same. She suggested that the village hire an attorney with municipal experience. She asked what happens in the event something is built not according to plan. Village Engineer advised that a stop work order is issued, a Certificate of Occupancy would not be issued, and that each violation is handled according to code and case by case.  Business o Resolution No. (1) – Resolution of the Village Board of the Village of South Blooming Grove setting a public hearing with regard to adopting local law amending Chapter 235 for January 22, 2024 at 8:05 PM. Motion to accept by Trustee Feldman, seconded by Trustee Rosner. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman and Trustee Guttman. 1 Absent Mayor Kalaj. o Resolution No. (9) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to sign the proposal for the emergency response plan. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman and Trustee Guttman. 1 Absent Mayor Kalaj. o Resolution No. (10) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to sign the proposal for Lead Service Lines Inventory and Replacement Plan. Motion to accept by Trustee Guttman, seconded by Trustee Rosner. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman and Trustee Guttman. 1 Absent Mayor Kalaj. o Resolution No. (11) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to sign the proposal for engineering services. Motion to accept by Trustee Guttman, seconded by Trustee Feldman. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman and Trustee Guttman. 1 Absent Mayor Kalaj. o Resolution No. (12) - Resolution of the Village Board of the Village of South Blooming Grove setting a public hearing with regard to the proposed renewal of the Altice franchise on January 22, 2024 at 8:10 PM . Motion to accept by Trustee Guttman, seconded by Deputy Mayor Weiss. 4 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Feldman and Trustee Guttman. 1 Absent Mayor Kalaj. 2  Village of South Blooming Grove Regular Meeting Monday JANUARY 8, 2024 8:00pm  Discussion Al Fusco explained and discussed the requested items and resolutions required by the Department of Health. Joel Stern discussed all capital funds.
