Village of South Blooming Grove Board of trustees Regular Meeting Monday December 2, 2024 8:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:05pm on December 2, 2024, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj - Mayor o Abraham Weiss – Deputy Mayor o Yitzchok Feldman - Trustee o Zalmon Rosner – Trustee o Asher Guttman – Trustee o Scott Ugell Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Joel Stern – Confidential Assistant to the Mayor o Absent – Al Fusco Village Engineer o Absent – Isaac Ekstein – Legislative Aide to Mayor  Mayor’s Comments o Mayor states there is approval for new lane at Mountain Road and Route 208. He hopes it makes it easier to travel. o Mayor discussed possible icing and that we have to be ready, no parking on village streets and please secure your garbage cans do not leave on the curb.  Correspondence o None  Business o Resolution No. (64) – Resolution of the Village Board of the Village of South Blooming Grove adopting the water, sewer and general annual budget for the Village’s 2025 Fiscal Year. Motion to accept by Trustee Rosner, seconded by Mayor Kalaj. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (65) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to enter into a contract with Cloud Permit for Building Department Software. 1  Village of South Blooming Grove Board of trustees Regular Meeting Monday December 2, 2024 8:00pm Motion to accept by Mayor Kalaj, seconded by Trustee Feldman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (66) – Resolution of the Village Board of the Village of South Blooming Grove authorizing village Treasurer to create a $10,000,000 Capital Water Rehabilitation Project. Motion to accept by Trustee Guttman, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (67) – Resolution of the Village Board of the Village of South Blooming Grove adopting the 2025 Village Board meeting schedule. Motion to accept by Mayor Kalaj, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (68) – Resolution of the Village Board of the Village of South Blooming Grove adopting the 2025 Holiday Schedule. Motion to accept by Trustee Rosner, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. Minutes: Adoption of village board minutes for 9/23/24, 10/23/24 and 11/4/24. Motion to accept by Trustee Guttman, seconded by Trustee Rosner. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. The Clerk advised that Mr. Fusco had asked me since he wasn’t going to be here that there was an applicant (74 Duelk Ave) that submitted all their fees and are withdrawing. They are not moving forward with it and for them to get a refund the Board would have to approve a resolution and would take a $500 deduction.  Abstract o Motion to accept the Abstract by Mayor Kalaj, seconded by Deputy Mayor Weiss, 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.  Adjournment o Motion to close the meeting at 8:17pm by Mayor Kalaj, seconded by Trustee Guttman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.
