Village of South Blooming Grove Board of trustees Regular Meeting Monday MARCH 10, 2025 8:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:24pm on March 10, 2025, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Abraham Weiss – Deputy Mayor o Asher Guttman – Trustee o Zalmon Rosner – Trustee o Scott Ugell Esq. – Village Attorney o Al Fusco Village Engineer o Brian Smith – Fusco Engineering o Joel Stern* (late) – Confidential Assistant to Mayor o Kerry Dougherty – Village Clerk o Absent – Yitzchok Feldman – Trustee o Absent – Isaac Ekstein – Legislative Aide to Mayor  Mayor’s Comments The Mayor advised that the water department is working on replacing fire hydrants.  Business o Resolution No. (015) Resolution of the Village Board of the Village of South Blooming Grove setting a time and place April 7, 2025 at 8:10 pm to hold a public hearing on proposed Local Law amending Chapter 235 Zoning of the Village Code pertaining to §235-14.1. Motion by Trustee Rosner, seconded by Mayor Kalaj. 4 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (016) Resolution of the Village Board of the Village of South Blooming Grove declaring itself lead agency for proposed Local Law of 2025 amending Chapter 235. Motion by Trustee Guttman, seconded by Trustee Rosner. 4 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (017) Resolution of the Village Board of the Village of South Blooming Grove declaring a negative declaration (SEQRA) for proposed Local Law of 2025 amending Chapter 235. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 4 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (019) Resolution of the Village Board of the Village of South Blooming Grove declaring itself lead agency for proposed Local Law of 2025 amending Chapter 222. Motion to accept by Trustee Guttman, seconded by Trustee Rosner. 4 Ayes Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (020) Resolution of the Village Board of the Village of South Blooming Grove declaring a negative declaration (SEQRA) for proposed Local Law of 2025 amending Chapter 222. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 4 Aye – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (021) Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to enter into a contract amendment with H2O water/sewer operators. Motion to accept by Trustee Guttman, Seconded by Mayor Kalaj. 4 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (022) Resolution authorizing the village engineer to prepare spending request form for the fiscal year 2026 and prepare preliminary plans for same. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 4 Ayes – Mayor Kalaj, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 1 Absent Trustee Feldman. o Resolution No. (023) Resolution authorizing the Mayor to negotiate and execute a Developer’s Agreement for test drill wells throughout the Village.
