REGULAR MEETING A. Welcome, Roll Call, and Introduction to Electronic Meeting - By Mayor Dawn Ramsey Mayor Ramsey welcomed everyone and introduced the meeting. B. Invocation – By Council Member Jason McGuire Council Member McGuire offered the invocation. C. Pledge of Allegiance – By Mayor Dawn Ramsey Mayor Ramsey led the audience in the Pledge of Allegiance. Mayor Ramsey introduced the city’s new State Flag in the chambers, and shared that the previous State Flag will continue to be the ceremonial flag for the State of Utah. Council Member Harris motioned to amend tonight’s agenda as follows: - Change Item G to Action Item and add an Item G.1., Resolution R2023-23. - Move Public Hearing Items to Item H and remove Resolution R2023-10, leaving Resolution R2023-17 as the new Item H.1. - Move Staff and Reports and Calendaring Items to Item I. South Jordan City 2 City Council Meeting April 18, 2023 Council Member McGuire seconded the motion; vote was unanimous in favor. D. Minute Approval D.1. April 4, 2023 City Council Study Meeting Minutes D.2. April 4, 2023 City Council Meeting Minutes Council Member McGuire motioned to approve the April 4, 2023 City Council Study Meeting Minutes and the April 4, 2023 City Council Meeting Minutes as published. Council Member Zander seconded the motion; vote was unanimous in favor. E. Mayor and Council Reports Council Member Patrick Harris discussed Craig White’s retirement from the sewer board. Council Member Brad Marlor spoke at a Rotary Club function honoring students with scholarships yesterday where he spoke on being involved with small thing that really matter. He was able to have some plaques engraved with a related Mother Teresa quote as a gift to each of the students and teachers. There was no Architectural Review Committee Meeting in the last couple weeks. Council Member Tamara Zander said April 5 she was invited to speak by the Salt Lake Board of Realtors Government Affairs Committee. She was asked to speak about her perspective and understanding about the future of the west side of our city, including the annexation. She asked the Rio Tinto leadership to join her, and Wayne Bradshaw was able to come and speak with her to the group and help answer questions. They were able to share lots of great information with those in attendance, including maps, and it was well received. Council Member Jason McGuire had a meeting with the Arts Council where some great ideas were shared and asked Art’s Coordinator Tiffany Parker, to put together a schedule for City Council of the events coming up. The Art Show at the Gale Center is still in progress until April 27, and he encouraged everyone to stop by and see the art displays. Council Member Don Shelton recently traveled to Europe and shared how grateful he is for our freedoms. He was able to hear a woman his age share her experience with living under communist rule, and it made him realize how blessed we are. He met with Mayor Ramsey, City Manager Gary Whatcott and Engineering Director Brad Klavano to discuss some of the transportation needs in the city with several of our legislators to help promote those issues. Mayor Dawn Ramsey attended several meetings with the Jordan Valley Water Conservancy District Board of Trustees where they discussed some recommendations coming from some of the member agencies regarding water received this year, including the idea that it was an adequate amount of water. They decided as a Board to leave it as a Level 1 concern to avoid losing all the progress that has been made by our communities in regards to conservation. She attended a board meeting with the Economic Development Corporation of Utah to discuss the future of Utah’s economy and where it is headed, and was able to meet with the new CEO, Scott South Jordan City 3 City Council Meeting April 18, 2023 Cuthbertson, in her office prior to that meeting. She met with some partners from the Larry H. Miller Company for updates, and thanked them for being great partners in the city. She had a meeting with Council Members Alvord and Harrison from the Salt Lake County Council at the pool with Martin Jenson to give a walkthrough of the Recreation Center and discuss its needs, as well as have a conversation about how close they are to a deal for additional lanes. There was a Point of the Mountain State Land Authority Board Meeting and since Mr. Cuthbertson has been hired as the CEO for EDC Utah, the position of Associate Director has been offered to someone else. She discussed her place at The Point State Land Authority, holding the Salt Lake County Mayor’s appointment for the last five years. Mayor Wilson is now interested in taking that seat, which is hers by statute, and that led to some new legislation to increase the size of The Point of the Mountain State Land Authority Board of Trustees by one trustee. That trustee would be a governor’s appointment with specific requirements, and she will hold that new appointment so long as it is ratified by the senate. The first Unified Economic Opportunity Commission meeting of the year was held, with Natalie Gochnour giving an amazing update. She reviewed the state’s history and used data to show comparisons to other states in areas like birth rate, minority population, average age of residents, etc. She discussed the idea that this is a new Utah, and that they need to plan accordingly. Mayor Ramsey and the council discussed the presentation and their desire to get the notes to review. She attended the Saratoga Springs Temple Open House, and was able to invite some volunteers and public servants from our city. She attended the press conference for Big League Utah to announce that Utah wants to enter their bid for a Major League Baseball Team in Salt Lake City, including the information that there is a site available only 16 miles away from our city. She discussed the Jordan Education Foundation Outstanding Educator of the Year Awards Banquet, where she was the host. She recently hosted a Brownie Troop at City Hall and was able to give them a tour, which she loved. She thanked Council Member Shelton for helping to organize the Transportation Funding Meeting this morning, as well as his meeting with Representative Teuscher to discuss some of the future planning meetings. She attended the kick-off for the little league baseball program in the city, where her husband volunteers as the president. Today she attended the governor’s ceremonial bill signing for all of the growth, housing and transportation bills that mostly came out of the UEOC process. Afterwards, she had a quick interview with Ben Winslow from Fox 13. She discussed her BYU Graduation this week, and that she is very much looking forward to receiving that degree. F. Public Comment Mayor Ramsey opened the public comment portion of the meeting. There were no comments and public comments were closed. G. Action Item G.1. Resolution R2023-22, Appointing a member to the Art’s Council. Director of Recreation Janell Payne introduced Rachel Nay, who has applied to be on the South Jordan Art’s Council. She is a resident in the city and has supported the arts through participation as an artist and photographer in our art show and Artist on Display over the years. Staff recommends approval to the Art’s Council. South Jordan City 4 City Council Meeting April 18, 2023 Council Member Zander motioned to approve Resolution R2023-22, Appointing a member to the Art’s Council. Council Member McGuire seconded the motion; vote was unanimous in favor. H. Public Hearing Items H.1. Resolution R2023-17, Approving the 2023-2024 Annual Action Plan for the use of Community Development Block Grant (CDBG) Funds and authorizing the City to enter into a grant agreement for the use of CDBG funds. RCV (By Long Range Planner David Mann) Long Range Planner David Mann reviewed background information from the Council Report and Attachment A. Mayor Ramsey asked if the county has more CDBG money this year than they have in the past, or if they have supplemented it with additional federal funding, as there are significantly less requests than previous years. Planner Mann wasn’t sure of the reason for the drop in applications, it could be related to the readjustment period after the pandemic. Mayor Ramsey acknowledged the amazing work that has been done in the city with ADA ramps, to make the city friendlier to those in wheelchairs and anyone else who is helped by those ramps. Council Member Zander noted there were four applications, three were approved, and asked who the fourth unapproved application was from. Planner Mann responded that it was from Utah 211, who has applied in the past. Every year an application is received from them, staff is able to see there is a need and that they provide a great service to the state providing information about available services. However, there is a concern about their qualification for the funds as they do a lot for low and moderate income residents, but they also do a lot to provide for other groups that do not fall under this funding. Council Member Zander asked about those who were awarded money last year that hadn’t been used yet, and whether these three approved groups had used all of their awarded money from last year. Planner Mann said both The Road Home and South Valley Sanctuary have submitted invoices to be used towards those funds from last year; many programs collect all their requests and do one large request at the end of the period. Council Member Shelton asked about the ADA ramps and how many there are left to replace. Planner Mann said with the increased cost of materials, it has limited the amount of ramps the city is able to replace each year, which has greatly slowed that progress. South Jordan City 5 City Council Meeting April 18, 2023 City Manager Gary Whatcott responded there are still a lot left to do, and they are working through as many as possible each year. Mayor Ramsey opened the public hearing for comments. There were no comments and the hearing was closed. Council Member Zander motioned to approve Resolution R2023-17, Approving the 2023- 2024 Annual Action Plan for CDBG Funds. Council Member Marlor seconded the motion. Roll Call Vote was 5-0, unanimous in favor. I. Staff Reports and Calendaring Items Manager Whatcott said the South Valley Chamber has asked to have breakfast with our council, proposing a date of June 23 here at the Public Safety Building in South Jordan at 8:30 a.m. The council discussed that date and time. The council and staff discussed the upcoming Utah League of Cities and Towns Conference. Attorney Loose asked the council about having some of our legislators attend a meeting in May and asked for their opinions about which meeting to invite them to. Mayor Ramsey will be joining the second meeting in May electronically. She also mentioned that she was appointed to the Growth and Transportation Committee of the UEOC again this year and discussed some upcoming items. Director of Administrative Services Melinda Seager discussed the council’s request to have staff put together and execute some messaging on potholes, as well as short term rentals. She asked the council some clarifying questions and shared some of their intentions as it relates to that messaging. The council and staff discussed their desires regarding what information is shared and the intended focus. She also noted the council recently requested a PowerPoint presentation regarding information received on the annexation and HTRZ, and asked some additional clarifying questions. Council Member McGuire motioned to adjourn the City Council meeting. Council Member Harris seconded the motion; vote was unanimous in favor.
