A. Welcome, Roll Call, and Introduction: By Mayor Dawn Ramsey Mayor Ramsey welcomed everyone present and introduced the meeting. B. Invocation: By Council Member Tamara Zander Council Member Zander offered the invocation. C. Mayor and Council Coordination The mayor and council discussed the conference beginning tomorrow. Council Member Brad Marlor discussed the roads and how the winter has left them in bad shape. After discussion with staff regarding availability of hot mix materials to properly address potholes, he asked if that information could be shared with the residents so they know city staff is aware of the pothole issues, and that they will be doing those more permanent hot mix repairs as soon as those materials are available. Council Member Patrick Harris asked about flooding in the city, and if there were any current concerns. City Manager Gary Whatcott responded that the majority of the city is not in danger. The few areas that were identified, mostly along Midas Creek, have already had doors tagged with information on how and where to get sandbags. He also noted that with the recent development in Herriman along Midas Creek, most of the flooding potential has been eliminated. In addition, South Jordan City 2 City Council Study Meeting April 18, 2023 due to the county flood control requirements, there were restrictive plates installed which will significantly lessen issues with the retention basins and the amount of flow. Council Member Marlor asked specifically about the Jordan River and the areas north of 10600 South. Manager Whatcott responded that the Jordan River will be different this year, as it has been four feet low; there would have to be four feet added to the lake to even reach a level of concern. D. Discussion/Review of Regular Council Meeting Public Hearing Items - Resolution R2023-10, Describing existing conditions that make satisfying certain Station Area Plan requirements of Utah Code §§ 10-9A-403.1 subsection (2)(a) impracticable. This item will be removed from the agenda by amendment to allow for additional editing before being presented for final approval. - Resolution R2023-17, Approving the 2023-2024 Annual Action Plan for the use of Community Development Block Grant (CDBG) Funds and authorizing the City to enter into a Grant Agreement for the use of CDBG funds. City Attorney Ryan Loose asked to add an additional Closed Executive Session to discuss and update the council on imminent litigation. E. Discussion Item E.1. Art’s Council member appointment. (By Director of Recreation Janell Payne). Manager Whatcott said the applicant was instructed to come around 6:00 p.m., so she is not present yet. Council Member McGuire motioned to amend the agenda to switch the order of Items E and F and to add an Executive Closed Session for discussion of reasonably imminent litigation. Council Member Zander seconded the motion; vote was unanimous in favor. Council Member Harris motioned to recess the City Council Study Meeting and move to Executive Closed Session. ADJOURN EXECUTIVE CLOSED SESSION AND RETURN TO CITY COUNCIL STUDY MEETING Council Member Zander motioned to adjourn Executive Closed Session and return to the City Council Study Meeting. Council Member Marlor seconded the motion; vote was unanimous in favor. E. Discussion Item E.1. Art’s Council member appointment. (By Director of Recreation Janell Payne). Director of Recreation Janell Payne introduced Rachel Nay to the council as the newest appointee for the Art’s Council. Rachel Nay – has been interested in art her whole life, her brother is an artist as well. There was nothing as amazing as the South Jordan Arts when she was growing up, so she was never able to showcase her art in the past. She has been showcasing her art for about three years and she loves doing it, as well as seeing everyone else’s art here in the city. She does mostly photography now, and loves taking pictures of wildlife, sunsets, anything that gives her a reason to get out. She agreed that the times and dates for the Art’s Council Meetings would work for her and she would be available to help with events when needed. She lives here in the city as well. The council thanked her for her willingness to serve. Council Member McGuire motioned to recess the City Council Study Meeting and move to Executive Closed Session. Council Member Zander seconded the motion; vote was unanimous in favor. RECESS CITY COUNCIL STUDY MEETING AND MOVE TO EXECUTIVE CLOSED SESSION F.3. Discussion of the character, professional competence, or physical or mental health of an individual. ADJOURN EXECUTIVE CLOSED SESSION AND RETURN TO CITY COUNCIL STUDY MEETING Council Member McGuire motioned to adjourn Executive Closed Session and return to the City Council Study Meeting. Council Member Zander seconded the motion; vote was unanimous in favor.
