Welcome, Roll Call, and Introduction to Electronic Meeting - By Mayor, Dawn Ramsey Mayor Ramsey welcomed everyone and introduced the meeting, excusing Council Member Zander who was absent. B. Invocation – By Communications Manager, Rachael Van Cleave Communications Manager Rachael Van Cleave offered the invocation. C. Pledge of Allegiance – By Associate Director of Public Works, Joey Collins Associate Director Collins led the audience in the Pledge of Allegiance. D. Minute Approval D.1. February 6, 2024 City Council Study Meeting D.2. February 6, 2024 City Council Meeting South Jordan City 2 City Council Meeting February 20, 2024 Council Member Shelton motioned to approve the February 6, 2024 City Council Study Meeting minutes and February 6, 2024 City Council Meeting minutes as published. Council Member McGuire seconded the motion; vote was 4-0, unanimous in favor. Council Member Zander was absent from the vote. E. Mayor and Council Reports Council Member Don Shelton - Attended two Legislative Policy Committee Meetings. Council Member Patrick Harris - Attended the Mountain West Capital Network Luncheon. - Attended the Recent SoJo Race Series event. - Attended a South Valley Sewer Board Meeting. Council Member Kathie Johnson – Nothing to report at this time. Council Member Jason McGuire - Attended the Chinese New Year Celebration at Herriman High School. - Attended Representative Jordan Teuscher’s Family Night with his family at the Capitol. - Attended a Coordination Meeting with City Manager, Dustin Lewis. Mayor Dawn Ramsey - Attended the Chinese New Year Celebration at Herriman High School. - Attended the National Association of Regional Council’s Annual Conference in Washington, D.C., representing the State of Utah as Chair of Wasatch Front Regional Council. Discussed the many opportunities for meetings while there and who she met with. - Attended the National Association of Counties Conference while in D.C. - Discussed LPC Meetings and WFRC Policy Meetings ongoing during this legislative session. - Attended the Council of Mayors Meeting, hosted by the City of Draper, and shared the Homeless Resource Fund discussion. - Met with the President of the University of Utah, Taylor Randall, at our City Hall. F. Public Comment Mayor Ramsey opened the public comment portion of the meeting. Jena and Marika Howland (Residents) – (Jena spoke) We live near Daybreak, but not in Daybreak. I don’t know if you’re familiar with the 4H livestock program, but this is Marika’s final year. She does lambs and has always kept them on a family farm near Price. She would really like to go out with a bang this year and would like to keep them nearby; she has asked me to speak on her behalf because she was nervous. We have done a number of things, called the South Jordan City 3 City Council Meeting February 20, 2024 city trying to get a temporary permit to keep the animals at home, but they said that wasn’t allowed because it’s not zoned, and we understand that. We were referred to Animal Control, the Equestrian Center, the 4H Program, and we are still pursuing other avenues, but it was recommended that we come in person and ask if there is any way to get a temporary permit to keep them at home. We have a third of an acre, we have a fenced yard and they would additional be fenced in within the yard, they wouldn’t be terrible noisy except maybe morning and evening feeding time. We would keep them clean, take care of the feed and everything to avoid any pests or smells as much as possible. They do need daily exercise, so we would have to take them out for walks around the neighborhood, but we would take scoops and clean up after them, just like you would a dog, and they would be haltered/leashed at all times. We have adequate shade, feed, water, and anything else you can think of. Mayor Ramsey suggested giving the City Manager their contact information and he can figure out any possible options and share that information with her, which they did before sitting back down in the audience. Mayor Ramsey closed the public comment portion of the meeting. G. Action Item G.1. Resolution R2024-18, Establishing the Healthy South Jordan Coalition. (Director of Recreation, Janell Payne) Director Payne reviewed background information from the Council Report and Attachment A. Council Member Shelton asked if this would establish another community committee, and if so, would there be city staff or a council member assigned to it. Director Payne explained it would be more similar to the Youth Council Program, rather than a committee, and membership would not be limited. Council Members would be welcome to attend, and there would be a staff member assigned as a program coordinator. Additionally there would be a chair, vice chair, community liaison and a secretary. Any budget would be within the Recreation Department, and it would be to pay for things like refreshments and meals. Many of the initiatives here are not at additional cost to the city, and if those were identified that would go through the regular budget process. Council Member Harris believes this is a great idea and shared his experience at a breakout session with the Utah League of Cities and Towns several years ago where they discussed the concept of healthy cities and what they could do for their communities. Mayor Ramsey likes the idea as well and talked about back in 2022 where she had the privilege of presenting the Healthy South Jordan Hero Award to Bingham High School’s Hope Squad. She also proposed considering a similar award once this comes together, finding ways to recognize people who are being heroic in their efforts to create a healthy community. South Jordan City 4 City Council Meeting February 20, 2024 Director Payne noted that she has that award noted in her draft plans for the program as it comes back. Council Member Harris motioned to approve Resolution R2024-18, Establishing the Healthy South Jordan Coalition. Council Member Johnson seconded the motion; Council Member Zander was absent from the vote. Roll Call Vote Yes – Council Member Harris Yes – Council Member Johnson Yes – Council Member Shelton Yes – Council Member McGuire Absent – Council Member Zander Motion passes 4-0, vote in favor. H. Staff Reports and Calendaring Items Manager Lewis reminded everyone about the State of the City Address coming up on Thursday, as well as the upcoming Budget Meeting on Thursday, February 28. Attorney Loose encouraged council members to contact him if they are not getting all the information he is sharing about the legislative session. Council Member Johnson asked if there is some sort of wrap-up meeting with the council and staff to discuss what happened and what is changing. Attorney Loose responded that they can, and they usually go over specific issues that pertain to South Jordan City. Generally, everything that happened is discussed at the League Conference in April. There is always a standing invitation for them to visit, but staff has discussed our legislators on a specific day to thank them for all their hard work and invite them to speak. Mayor Ramsey noted they have also been discussing putting together an event, inviting our legislators and some key legislative leadership to come and have a tour of the city to really show them what’s going on in the city. She also expressed her concerns about the changes in the U- 111 funding and plans, and indicated that she would discuss that with staff at a later date. Council Member Shelton motioned to adjourn the February 20, 2024 City Council Meeting. Council Member McGuire seconded the motion; vote was 4-0 unanimous in favor. Council Member Zander was absent from the vote.
