BOARD OF HEALTH MEETING
South Milwaukee Common Council Chambers Committee Room
Thursday, February 21, 2019 @ 6:30 pm.
MINUTES
Members present: C. Kieck, J. Ove, J. Bzdawka, K. Drenzek, Dr. S. Scalzitti, P.Clark,
New members -St. Francis Alderman Matt Damon, St. Francis resident

1. C. Kieck called the meeting to order at 6:36 pm. Introductions were made around the
table.
2. Welcome to the new members. No additions, announcements, information.
3. Damon/Clark moved to approve the November 8, 2018 meeting minutes as they stand.
All voted aye. None opposed. Motion carried.
4. Medical Advisor Report.
Flu cases at baseline now increasing. 4year old Oak Creek pediatric influenza death.
Measles outbreak in Northwest US. International concern. 0 cases in WI.
Other communities doing wellness events.
5. Public Health Administrator Report
a. Statistics were briefly addressed.

1. Contractor for services with St. Francis started February 1, 2019
2. Hiring update as a result of part time nurse resigning in January and contract for
services with St. Francis. One of the full time nurses will be retiring in January 2020 and
had decided to fill the part time position. Accepted offers from 2 candidates for the full
time positions pending background check and physicals, Kailyn Dorniak and Melissa
Ellis.
3. Moving forward with Reproductive Health Grant had kick off meeting 02/21/2019. It is a
2 year grant.
4. Working with the cities of Cudahy, Oak Creek, St. Francis and South Milwaukee on an
opioid prevention grant. Will be offering a training for police, fire, and health in all
communities on Trauma Informed Care. This will be a train the trainer. Discussed
implementing a quick response team to address non -fatal overdoses within the
community to try to get them into treatment for substance use disorder. Will be
implementing a public awareness campaign and surveillance system through a
nationwide program called OD Map.

5. Held our 3rd Annual Information and Resource Fair that included a POD cast with Don’t
Die Wisconsin.
6. Set up a South Milwaukee/ St. Francis community wide team for the Billion Steps
Challenge through the American Public Health Association.
7. Several Publications for your information on roles and responsibilities of local boards of
health, requirements for local health departments, foundational capabilities of public
health.
8. End of year statistics. (will include SF stats from EHC from now on)
Additional topics discussed. St. Francis (SF) and South Milwaukee (SM) Health Dept. met with
SF Police and Fire Depts. to discuss their use of red envelopes for patient information. (SM Fire
uses File of Life magnetic files.) SF Health Dept. held blood pressure clinics at their senior
apartments and that will continue. SM/SF Health Dept. may have the Fire Dept. visit blood
pressure clinics to explain the red envelopes. The referral process between the police/fire and
the health department will continue. SF Alderperson Damon willing to facilitate if needed.
MADACC has a spay/neuter release program for feral cats. They are asking communities to
pass ordinance to allow those persons feeding cats to take part. J.Ove will forward the
ordinance to members and put item on next agenda.
St. Francis members asked about coyotes and concerns of residents. Look into DNR
educational pieces and items such as coyote vests for small dogs.
Question about beach testing was discussed for BayView Beach and Grant. Racine Health
Dept. does the testing. A predictive model created by the DNR and Health Dept. is used to
determine beach status.
Next BOH meeting will be Chair and Vice Chair elections.
