South Milwaukee/St. Francis Health Department BOARD OF HEALTH MEETING South Milwaukee Common Council Chambers Committee Room Thursday, May 9, 2019 @ 6:30 pm. MINUTES Members present: C. Kieck, J. Ove, J. Bzdawka, Dr. S. Scalzitti, L. Keller, K. Stewart, M. Damon, V. Dominski Members excused: P.Clark Members absent: K. Drenzek 1. C. Kieck called the meeting to order at 6:30 pm. Introductions were made around the table. 2. No agenda additions, announcements, information. 3. Damon/Stewart moved to approve the February 21, 2019 meeting minutes as they stand. All voted aye. None opposed. Motion carried. 4. Medical Advisor Report. Measles outbreak continues. No cases in WI. Discussion on immunity and immunizations before 1957, after 1958, after 1971. New shingles vaccine (Shingrix) also mentioned as to waitlist and insurance coverage for 50-64 age group and 65+ Medicare Part D. 5. Public Health Administrator Report a. Statistics – working on new method for obtaining statistics in one place – EHR. b. Program updates see below ******** Public Health Administrator Report 05/09/2019  As of May still working with the State Department of Health to move St. Francis grant funds to South Milwaukee.  Working on training for new Public Health Nurses.  Have a meeting of the Healthy Community Partnership on May 20, invited members of St. Francis community to attend. Program Updates Community Physical Activity/ Healthy Eating  Kailyn is working on a Facebook Walking Group in St. Francis, completing brochure and we will advertise as soon as ready Emotional Well Being  Held a screening of the “Hoan Alone” documentary and had QPR (Question, Persuade, Refer) training March 14, for Suicide Prevention South Milwaukee City Administration Building • 2424 15th Avenue • South Milwaukee, Wisconsin 53172 Phone: 414-768-8055 • Fax: 414-768-5720 • smwi.org  South Milwaukee/St. Francis Health Department Unite Against Drug Abuse  Distributed lock boxes at the Earth Day event April 27  Collected Sharps containers free at Earth Day, collected 97lbs.  Social Media Campaign leading up to Drug Take Back day on April 27  Narcan training scheduled for June 5, St. Francis Library, and June 27, South Milwaukee Library, free and open to the public  Nar-Anon Support Group established  Teen Replica Room “Wake up call room “ tours are being held in June Public Health Emergency Preparedness Opioid Grant  Police. Fire, and Health employees have had training in Trauma Informed Care and will be training the remainder of staff in these departments in the coming months (Trauma- informed care is not a therapy, intervention, or specific action. It is an approach to engaging people with histories of trauma that recognizes the presence of trauma symptoms and acknowledges the role that trauma has played in their lives. Trauma is extreme stress that overwhelms a person's ability to cope. It can be an event, a series of events, or set of circumstances that harms a person's physical or emotional well-being.)  Held Substance abuse treatment provider breakfast to engage support for peer/recovery support providers and treatment providers for Quick Response Team. All very interested two workgroups were formed from this initial meeting  Held social media campaign  Quick Response Team visits started in South Milwaukee. Have completed 2 visits. 1 individual has sought treatment and is in routine contact with the Investigator from the Police Department. 1 QRT visit was done in St. Francis, impromptu for an alcoholic, was transported to hospital and released. Public Health Emergency Preparedness  Meet with Red Cross regarding Shelters in South Milwaukee  Will start meeting regarding the DNC in July  Had an operational readiness review by the State DHS for compliance with CDC requirements, went well  Doing planning for medicating and or vaccinating critical infrastructure personnel with Fire Departments  Continue to review plans Immunization  Working with the school districts and parochial schools to do training on immunization audits, have a date set in June.  Reviewing vaccination status of healthcare and first responders for protection against Measles. Will be offering those City employees vaccine as needed. South Milwaukee City Administration Building • 2424 15th Avenue • South Milwaukee, Wisconsin 53172 Phone: 414-768-8055 • Fax: 414-768-5720 • smwi.org  South Milwaukee/St. Francis Health Department  Developing information for schools and daycares to remind families that vaccination is necessary for protection against Measles, and if unvaccinated there is the possibility of exclusion from school or daycare for 21 days if there is a known diagnosed case.  Did test an unvaccinated resident for Measles- result was negative Safe Sleep  1 Pack ‘n’ Play given out this year, 8 given out in 2018. Child Passenger Safety Seats  8 seats checked since the beginning of the year. Checked 50 seats and gave 17 car seats away through the grant in 2018. Community Education  Worked with a Nursing Student and did Diabetes education and awareness at the Indoor Market on March 24.  Stepping on Fall Prevention Program being offered in June 19-July 31.  May provide education on safe sleep with day cares. State offers CE for workers. Environmental Health Program  Had Review and Standardization from the State Department of Agriculture, Trade and Consumer Protection for our Agent Program and all went well. Standardized for another 3 years.  Will be sending out annual renewal notices to businesses that are retail food establishments and restaurants.  Have had several hoarding/human health hazards in both communities.  Has been an increase in the last month with dog bites. ******************************************** c. Spay/Neuter Release Ordinance – discussion The question was posed as to how effective is this method. Suggestion to ask MADACC to Sept. meeting for details. Dog leash laws – more to discuss in Sept. St. Francis does not have an ordinance on chickens. Past practice does allow 2. Alderman M. Damon said city would like guidance in creating an ordinance. No permit required at this time. 6.
