Health Department Board of Health Meeting South Milwaukee/St. Francis Health Department Thursday, December 5, 2019 Minutes Members Present: Cyndi Kieck, Liz Keller, Karen Stewart, Vicki Dominski, Kristen Drenzek, Jerry Bzdawka, Jackie Ove Members Excused: Dr. Sandra Scalzitti, Alderperson Clark, Alderperson Damon 1. Meeting called to order by Chair C. Kieck at 6:30 pm. 2. The following health department staff were introduced: Mariana Liebsch, Senior Public Health Nurse, Mary Kosterman, Kailyn Dorniak, Melissa Ellis, all Public Health Nurses, and Marty Zabkowicz, Environmental Health Specialist UW Oshkosh Nursing Students Alex Widenski, and Robin Lucas. 3. Agenda approved. 4. Motion made by L. Keller to approve the minutes from the September 12, 2019 meeting, seconded by K. Stewart, motion carried. 5. No report from Medical Advisor, excused from meeting. 6. Public Health Administrator report, round robin from staff to update on programming: Kailyn  Car Seat Safety technician  Planning event with SFFD for car seat checks  MCH focus was working with daycares for safe sleep, will be focusing on Suicide prevention in 2020 Melissa  Emergency Preparedness update Discussed Democratic National Convention planning, Closed Points of Dispensing plans, Critical Infrastructure plans will be working with the FBI, and Updating PH Emergency Plans. Melissa is leading that group in Milwaukee County Mary  Stepping On Fall prevention Program, Peer leader 7 week class, 8 different exercises focus on balance, program is evidence based.  Reproductive Health Program through grant STI testing and Treatment, Pregnancy testing, and contraception. Remodeled one of the rooms to make it more conducive for clients. Held training for staff and assisted St. Francis school district with the audits.  Quick Response Team 10 visits in SM and 4 in SF, since the start of the program in March. Resource folder, food, prayer blanket. Jackie  Overdose Fatality Review update  Continue to work with Cudahy, and Oak Creek on Opioid Prevention Grant  Applied to be part of the Narcan Direct Program for distribution of Naloxone and will attend a train the trainer. Will offer the trainings in the communities. No cost to cities, except staff time. Will hopefully at this harm reduction service to our quick response team visits for family members.  The South Milwaukee St. Francis Addiction Prevention Recovery Coalition is working on two community events, one in January to introduce Community Medical Services and one in March in St. Francis our fourth Addiction Resource and Information Fair.  Strategic Plan process and update see attached.  UW Oshkosh students presented an influenza prevention program at the Senior Center. a. Spay/ Neuter Release Ordinance- Motion made by V. Dominski seconded by K. Stewart to move ordinances forward to Common Councils for approval, motion carried. b. Letter of retirement from Mariana Liebsch effective January 31, 2019. c. Intent to fill vacant part time public health nurse positions d. Change in job description of Senior Public Health Nurse to Public Health Nurse Supervisor with updated job description. 7. Report from Environmental Health Specialist – Marty  Overview of program 70% licensing, 30% Nuisance, HHH complaints, mold, asbestos, bed bugs, air quality  Financially sound right now, challenges because we have lost large establishments in all 3 communities.  No licensed facility closures by the health department this year.  No foodborne outbreaks last year.  Education and regulation -Have applied for over $6,000 in FDA grants, last grant purchased 6 DVDs for education of employees, purchased hand sinks that are loaned out for special events. Temporary event kits that have hair restraints, thermometers, gloves. South Milwaukee City Administration Building • 2424 15th Avenue • South Milwaukee, Wisconsin 53172 Phone: 414-768-8055 • Fax: 414-768-5720 • smwi.org Health Department  SM and SF assumed some of the responsibilities that were handled in SF in the past, took over dog bites, SM 46 1 rat 5 cats rest were dogs, SF 17 animal bites  Citizen complaints- SM 74, SF 10 Mostly Hoarding, bed bugs, human waste in homes, A&J environmental SM, Mid America in SF, Hardees in SF, human waste coming out from drain, closed the facility, Engineering and DPW came out to get cleared, Cudahy had to get involved to clear lateral on their side. Worked with plumbing inspection to work on getting a new grease trap, really have great collaboration between departments to address joint concerns, including within health department doing joint visits with the nurses.  Elevated blood levels -3 SM, 0 SF Now can bill Medicaid for investigations for those that have State Insurance  Beach advisories in 2019- SM 2, SF 0  Temporary events- Food trucks, temporary food stands, last year the State licensed, this year it is coming back to the local level  Discussed, pickle bill, cookie bill, lemonade stand bill, can earn up to $2,000.  New retail food establishment fee system being implemented for this coming license year. Meetings in 2020: February 13, May 7, September 10, and November 12. 8. Motion to adjourn by K. Drenzek, seconded by L. Keller, motion carried.
