May 5, 2020
The Regular Meeting of the Common Council was called to order by Mayor Brooks at 7:00 p.m. On roll, all
were present except Clark joined the meeting at 7:07 p.m. The meeting was held remotely due to the COVID
19 virus. The meeting was accessible to the public.
The meeting was prefaced by the Pledge of Allegiance.
Under President of the Council, Bartoshevich/Clark moved to adopt the items in the consent agenda: a)
minutes from the April 21, 2020 Common Council meeting; b) approval of the financial reports for the various
funds for the periods ending February 29, 2020 and March 31, 2020; and c) approval of the Schedule of
Vouchers for the period ending April 30, 2020 in the amount of $2,115,851.52. All voted aye, motion carried.
Bartoshevich removed Council Representative Alderperson Peggy Clark's summary report on the Board of
Health from the May 19, 2020 Common Council meeting.
Under Human Resources Committee, Clark/Bartoshevich moved to accept Firefighter Ron Wainio's letter of
retirement effective June 1, 2020, with regrets. All voted aye, motion carried.
Clark/Bartoshevich moved to adopt the side letter of agreement with the South Milwaukee Professional Police
Association Local 201 concerning COVID-19 related absences. All voted aye, motion carried.
Under Public Works and Public Property, Bartoshevich/Clark moved to authorize the proper city officials to
award a contract for Milwaukee Avenue Improvements — Phase II to EK Construction, LLC and total base
amount of $416,504.00 with funds from account 700-0000-59080 Milwaukee Avenue Streeetscaping. On roll,
all voted aye except Pieper who voted no. Motion carried 7 — 1.
Under Plan Commission, Briesemeister/Maass moved to approve the Conditional Use Permit to use the
existing facilities at 1130 Marquette Avenue, zoned C-3 Central Business, for pre-owned vehicle sales subject
to completion of work detailed in the memo dated April 27, 2020, with an additional stipulation of no storage of
junk vehicles or parts, and a limit of 20 cars displayed for safe. All voted aye, motion carried.
Briesemeister/Clark moved to approve the use of City Economic Development Funds to assist Legup
Investments, LLC for redevelopment of 1119 and 1123 Milwaukee Avenue for expansion of facilities at 1125
Milwaukee Avenue (DB Tax and Wealth). Discussion was had and the motion was amended to include review
of final plans and building designs to be done at the Plan Commission Level. On roll, all voted aye, motion
carried.
Briesemeister informed Council that a Special Plan Commission Meeting has been scheduled for May 12,
2020 for review of architectural services pertaining to 1919 12th Avenue, and any other items requiring review
or action.
Under Miscellaneous Business, Bartoshevich/Clark moved to adopt Resolution No. 20-09 providing financial
relief to Operator (Bartender) license applicants for the 2020-2021 licensing period. On roll, all voted aye
except Bukowski who voted no. Motion carried 7 — 1.
Bartoshevich/Clark moved to adopt Resolution No. 20-10 providing financial relief to certain Environmental
Health licensing applicants related to Tattoo and Body piercing for the 2020-2021 licensing period. On roll call,
all voted aye, except Bukowski who voted not. Motion carried 7 — 1.
Administrator Mayzik and department heads gave a COVID-19 update on financial impact and Independence
Day and other celebrations throughout the City. The Administrator reviewed estimated lost revenues and
expenses through April 30, 2020. This review does not include expenses/revenues moving forward. There
was discussion regarding the 4th of July Celebration.
There being no further business to discuss, Stoner/ Pieper moved to adjourn at 8:27 p.m. All voted aye,
motion carried.
