May 19, 2020
The Regular Meeting of the Common Council was called to order by Mayor Brooks at 7:00 p.m. On roll, all
were present. The meeting was held remotely due to the COVID 19 virus. The meeting was accessible to the
public.
The meeting was prefaced by the Pledge of Allegiance.
Under President of the Council, Bartoshevich/Clark moved to adopt the items in the consent agenda: a)
minutes from the May 5, 2020 Common Council meeting; b) letter of resignation from the Beautification
Committee submitted by Peggy Bolhus; c) Letter of resignation from the Board of Review submitted by Gregg
Dufek; d) Reappointment of Jennifer Grell to the Housing Authority. All voted aye, motion carried.
Under Human Resources Committee, Clark/Bartoshevich moved to approve the updated treasurer accounting
clerk position description as drafted. All voted aye, motion carried.
Clark/Bartoshevich moved to accept sewer maintainer Nick Martin's letter of resignation effective May 20,
2020, with regrets. All voted aye, motion carried.
Under Plan Commission, Briesemeister/Maass moved to approve the Plan Commissions recommendation that
the proper City Officials execute an agreement with Zimmerman Architectural Studios, Inc. to perform
architectural services for the Bucyrus Club at 1919 12th Avenue in an amount not to exceed $135,000 with
expenses to be charged to TID 5. On roll, all voted aye except Pieper who voted no. Motion carried 7 — 1.
Under Reports of the Mayor, Mayor Brooks read a Proclamation for Emergency Medical Services Week — May
17 — 23, 2020.
Bartoshevich/Clark moved to receive and place on file, the City of South Milwaukee Fire Department 2019
Annual report. All voted aye, motion carried.
Bartoshevich/Clark moved to received and place on file, the City of South Milwaukee Police Department 2019
Annual report. Ail voted aye, motion carried.
Under Miscellaneous Business, Bartoshevich/Clark moved to impose a nuisance assessment against the
property located at 1400 Minnesota Avenue, #4 per Section 23.47 of the South Milwaukee Municipal Code.
The basis for this assessment is outlined in a December 12, 2019 letter from the South Milwaukee Police
Department notifying you of for qualifying calls for service in September 2019. After this notice was sent, there
have been additional qualifying calls for service on the following dates February 7, 2020, February 23, 2020
and May 3, 2020. The total amount of assessment of $1,400.00, based on the seven qualifying calls. On roll,
all voted aye. Motion carried.
Bartoshevich/Clark moved to authorize the reallocation of revolving fund monies from electronic poll books to
the purchase of three additional voting machines. On roll, all voted aye. Motion carried.
Bartoshevich/Clark moved to authorize the proper City Officials to execute the Personal Protective Equipment
Decontamination Service Agreement with Battelle Memorial Institute. All voted aye, motion carried.
Bartoshevich/Clark moved to cancel the 2020 Independence Day celebration. On roll all voted aye. Motion
carried.

Bartoshevich/Clark moved to direct the proper City Officials to deny special event permits for the use of City-
owned property in the months of May, June and July for gatherings of more than 50 people with the exception
of the Downtown Market which was previously approved with stipulations from the Health Department. On roll
call, all voted aye. Motion carried.
City Administrator Mayzik gave an update regarding public meetings and access to City Buildings. Modifica-
tions are being made to the buildings, will be opening June 1, 2020 and public meetings will resume in June.
There being no further business to discuss, Briesemeister/Maass moved to adjourn at 9:02 p.m. All voted aye,
motion carried.
