Accept Police Department Officer Garett Rogers’s resignation letter with an effective date of December 1, 2023. d.) Accept Police Department Dispatcher Aaron Hemman’s resignation letter with an effective date of January 7, 2024. e.) Accept Police Department Dispatcher Roberta Plachinski’s retirement letter with an effective date of Janu- ary 10, 2024. f.) Accept Fire Department Firefighter Nate Heard’s resignation letter with an effective date of November 29, 2023. g.) Accept Water/Wastewater Operator Ryan Tharp’s resignation letter with an effective date of October 30, 2023. h.) Reminder that a special Common Council meeting has been scheduled for December 12th at 6:00 p.m. 3.) Reminder that the Common Council meeting for January 2, 2024, will be cancelled due to the holidays. Reports of Standing Committees FINANCE COMMITTEE – J. Bukowski Council Agenda – November 21, 2023 1 4.) Discussion/possible motion on a resolution for adoption of the 2024 budget. 5.) Discussion/possible motion on a resolution levying taxes for the year 2023. 6.) Discussion/possible motion regarding a resolution to transfer funds due to capital equipment reconciliation. HUMAN RESOURCES – P. Clark 7.) Discussion/possible motion regarding an Ordinance to amend Salary Ordinance No. 2235 to fix and estab- lish the amount of salaries to be paid to certain elected officials. (Suspension of the Rules) PUBLIC WORKS & PUBLIC PROPERTY – C. Maass 8.) Discussion/possible motion to enter into a three-year contract with John’s Disposal Service, Inc. for the col- lection of the City of South Milwaukee’s recyclable materials with a total annual cost of $433,351.56 with in- creases in years two and three to equal to or less than the consumer price index. 9.) Discussion/possible motion to enter into a three-year contract with Waste Management of Wisconsin, Inc. for the disposal of municipal solid waste for the City of South Milwaukee. 10.) Discussion/possible motion to authorize an emergency contract with EK Construction for the resealing of the stamped concrete on Milwaukee Avenue from 9th Avenue to 13th Avenue in an amount not to exceed $31,500.00. 11.) Discussion/possible motion regarding a Christmas tree for display at the Bucyrus Commons. 12.) Discussion/possible motion regarding removal of the pine tree at the northwest corner of 10th and Milwau- kee Avenue. REPORTS OF THE MAYOR 13.) Presentation of citizen awards for the SM-ARTWORKS mural committee for successfully fundraising for and commissioning a mural on the Sorce Martial Arts building at 926 Milwaukee Avenue. 14.) Presentation of proclamation to Deanna McCarty, South Shore Chamber’s South Milwaukee honorary ed- ucator. MISCELLANEOUS BUSINESS – Water/Wastewater 15.) Discussion/possible motion regarding an Ordinance to create chapter 10, section 28 of the Municipal Code of the City of South Milwaukee relating to financial assistance for replacement of customer-side service lines containing lead. (Suspension of the Rules) 16.) Discussion/possible motion to authorize the use of ARPA funds in an amount of $137,500 in 2024 to cre- ate a 25% lead service line match grant for census tracts that do not qualify for at least 50% principal for- giveness. 17.) Discussion/possible motion regarding the Biogas Utilization study by Applied Technologies in an amount not to exceed $28,400. 18.) Discussion/possible motion to authorize Applied Technologies to design and bid the Madison and Michi- gan Avenue sanitary sewer replacements in an amount not to exceed $50,500. MISCELLANEOUS BUSINESS – City Administrator 19.) Discussion/possible motion to convene into closed session pursuant to Wis. Stat. 19.85(1)(e) for the pur- pose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conduct- ing other specified public business, whenever competitive or bargaining reasons require a closed session, spe- cifically to discuss negotiation strategies related to a potential intergovernmental agreement with the City of Oak Creek to provide emergency dispatch services to the City of South Milwaukee.
