CITY OF SOUTH MILWAUKEE OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL SPECIAL MEETING NOVEMBER 25, 2025 The special meeting of the Common Council was called to order at 6:00 p.m. on November 25, 2025, by Mayor Jim Shelenske in the Common Council Chambers at South Milwaukee City Hall, 2424 15th Avenue, South Milwaukee, Wisconsin. On roll call, Ald. Joe Bukowski, Ald. Lisa Pieper, Ald. David Bartoshevich, Ald. Peggy Clark, Ald. Brett Briesemeister, Ald. Craig Maass, and Ald. Michal Olechowski, and Ald. Tim Backes were present. The meeting was prefaced with the Pledge of Allegiance. Citizen comment period was opened at 6:01 p.m. and closed at 6:01 p.m. Under Finance Committee, Bartoshevich/Clark moved to approve a resolution for adoption of the 2026 operating budget. Motion carried 8-0. Bartoshevich/Clark moved to approve a resolution for levying taxes for the year 2025. Motion carried 8- 0. Briesemeister/Maass moved to suspend the rules to allow for giving the first, second, and third readings on ordinances. Motion carried 8-0. Under Human Resources Committee, Briesemeister/Maass moved to adopt an ordinance to amend Salary Ordinance No. 2271 to fix and establish the amount of salaries, wages, and certain benefits and allowances which shall be paid by the City of South Milwaukee to its supervisory and general employees. Motion carried 8-0. Briesemeister/Maass moved to adopt an ordinance to amend Salary Ordinance No. 2272 to fix and establish the amount of salaries, wages, and certain benefits an allowances which shall be paid by the City of South Milwaukee to its Union employees. Motion carried 8-0. Under Legislation and Permits Committee, Olechowski/Backes moved to approve a resolution to adopt the 2026 Administrative Fee Schedule, including the following amendment: under Health Department fees, Public Swimming Pools & Water Attractions, complex/w features, the pre-inspection fee shall be $244. Motion carried 8-0. Under Miscellaneous Business – Ald Pieper, Pieper/Clark moved to discontinue the practice of printing signs for non-city special events starting in 2026. Motion carried 8-0. There being no further business to discuss, Olechowski/Clark moved to adjourn the meeting at 6:17 p.m. Motion carried 8-0. APPROVED: 12-2-25
