M I N U T E S ADMINISTRATIVE WORKSHOP TUESDAY, MAY 5, 2026 SOUTH PASADENA, FLORIDA COMMISSION CHAMBERS – 9:07 A.M. Mayor Penny called the meeting to order at 9:07 A.M. immediately following the Agenda Meeting and dispensed with opening formalities. ROLL CALL: COMMISSIONERS GAIL NEIDINGER, MARK MCALEES, LYNDA THOMPSON, VICE MAYOR THOMAS REID, AND MAYOR ARTHUR PENNY. ALSO PRESENT: CITY CLERK CARLEY LEWIS, CITY ATTORNEY KRISTEN GRAY, FINANCE DIRECTOR HEATHER GUADAGNOLI, PUBLIC SAFETY DIRECTOR DAVID MIXSON, PUBLIC WORKS DIRECTOR SHAWN SHIMKO, COMMUNITY IMPROVEMENT DIRECTOR TERESA SULLIVAN, AND DEPUTY CITY CLERK MARY JO BOWMAN. The topics scheduled for discussion were Vulnerability Assessment Presentation with Advanced Engineering & Design, Inc., Pinellas County Local Mitigation Strategy Annual Update 2025-2026, Community Improvement Department Customer Self- Service Portal Demonstration, and Commissioner John Morroni 30th Annual Law Enforcement & First Responder Appreciation Dinner. The first topic for discussion was the Vulnerability Assessment Presentation with Advanced Engineering & Design, Inc. Cody Stewart, Advanced Engineering & Design, Inc., spoke regarding the City of South Pasadena Vulnerability Assessment and reviewed a presentation (attached to Minutes as Exhibit A). He stated the final report is complete and ready for review, and that the presentation is a condensed version of the report. He discussed flooding and storm predictions, mitigation and recovery strategies, and grant funding. He suggested that the City pursue a grant-funded adaptation plan to help the City prepare for the future. Discussion ensued regarding local flood risk and mitigation strategies. The consensus of the Commission was to move forward with an adaptation plan and to pursue the appropriate grant funding for the project. The next topic for discussion was Pinellas County Local Mitigation Strategy Annual Update 2025-2026. 1 ADMINISTRATIVE WORKSHOP TUESDAY, MAY 5, 2026 – 9:07 A.M. Community Improvement Director Sullivan spoke regarding the annual Pinellas County Local Mitigation Strategy update. She discussed repetitive loss and public information initiatives. The next topic for discussion was Community Improvement Department Customer Self-Service Portal Demonstration. Ms. Sullivan demonstrated how to navigate the Community Improvement Department’s self-service portal. She reviewed access to public records, inspections, flood data, and permitting. The next topic for discussion was Commissioner John Morroni 30th Annual Law Enforcement & First Responder Appreciation Dinner. City Clerk Lewis informed the Commission that this year’s dinner will take place at Ruth Eckerd Hall on June 13th. She spoke regarding table and sponsorship costs and requested direction from the Commission on whether or not to reserve a table. Discussion ensued regarding the annual Morroni dinner. The Commission decided not to reserve a table and for individuals to determine if they would like to attend. City Clerk Lewis spoke regarding the City’s participation in the Community Development Block Grant (CDBG) program. She stated that the City can either apply directly to the State or participate through Pinellas County. She noted that the City has historically participated through Pinellas County. She noted that Mayor Penny needs to execute a letter identifying which option the City is choosing for this year. The consensus of the Commission was for Mayor Penny to execute the letter specifying that the City will participate in the CDBG program through Pinellas County. Public Safety Director Mixson spoke regarding upcoming virtual hurricane preparedness presentations. City Clerk Lewis spoke regarding the upcoming Fire Ops event and asked the Commission to let her know if they plan to attend and participate. Public Works Director Shimko informed the Commission that the City received the $250,000 in grant funding for the recent Bay View Park reconstruction. 2 ADMINISTRATIVE WORKSHOP TUESDAY, MAY 5, 2026 – 9:07 A.M. Ms. Sullivan announced that the Planner position has been filled and the new hire will begin employment at the end of the month.
