SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 18, 2015 The regular meeting of the City Council was called to order by Mayor Beth Baumann at 7:15 P.M. on Monday, May 18, 2015. ROLL CALL: Present, Mayor Baumann Councilmembers Flatley, Hansen, Niederkorn, Podgorski, Rothecker, Seaberg Absent, None Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi City Planner, Peter Hellegers Staff Engineer, Nick Guilliams 5) Presentations There were no presentations. 6) Citizens’ Comments  A resident spoke in regards to issues related to the access and doors to the Community Center.  Representative of the Jaycees discussed the upcoming City Camp Out event to be held on June 13th to be held at Lorraine Park. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda. Motion carried 7 ayes/0 nays 8) Consent Agenda Moved by Rothecker/Niederkorn Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of May 4, 2015 2. Resolution No. 2015-77, approving accounts payable 3. Resolution No. 2015-70, declaring certain City property surplus and approving disposal or sale City Council Minutes of May 18, 2015 1 4. Resolution No. 2015-72, accepting a grant from the Minnesota Department of Natural Resources for Archery Range Development 5. Resolution No. 2015-73, concurring with the issuance of a Minnesota Lawful Gambling Application for authorization to conduct excluded bingo for South St. Paul Kaposia Days 6. Business Licenses Motion carried 7 ayes/0 nays 9a) Public Hearing – 2015-13 BridgePoint Court Moved by Rothecker/Hansen MOVED: To adopt Resolution No. 2015-69, ordering improvement and preparation of final plans and specifications for Project #2015-13 – BridgePoint Court. Motion carried 7 ayes/0 nays 9b) Public Hearing – Wellhead Protection Plan The City held the public hearing on a presentation by Stantec Consulting Services on the City’s Wellhead Protection Plan. There were no citizens’ comments and the Mayor closed the public hearing. The plan will be forwarded to the Minnesota Department of Health. 10a) Award of Bid – 2015 Mill & Overlay and Bituminous Removal & Street Projects Moved by Hansen/Niederkorn MOVED: To adopt Resolution No. 2015-68, accepting the bids and awarding the Mill & Overlay Projects (2015-005A, B, E-H) and Bituminous Removal & Replacement Projects (2015-007A-F) to Valley Paving, Inc. Motion carried 7 ayes/0 nays 10b) Special Event License – The Garden Bar Moved by Rothecker/Flatley MOVED: To approve Special Event Licenses for The Garden Bar located at 925 North Concord for the following dates subject to the speakers being directed to the east: - Kaposia Days Street Dance – Saturday, June 27, 2015, from 5:00 to 12:00 midnight - Annual Benefit – Saturday, July 11, 2015, from 4:00 to 12:00 midnight Motion carried 7 ayes/0 nays City Council Minutes of May 18, 2015 2 10c) Resignation from Planning Commission Member and Appoint New Member Moved by Hansen/Seaberg MOVED: To accept the resignation from John Mandt as a member of the Planning Commission Board and appoint Stephanie Yendell to the Planning Commission. Motion carried 7 ayes/0 nays 10d) Plans and Specifications and Call for Bids for BridgePoint Court Moved by Seaberg/Niederkorn MOVED: To adopt Resolution No. 2015-71, approving the plans and specifications for Project 2015-13 – BridgePoint Court and ordering advertisement for bids. Motion carried 7 ayes/0 nays 10e) Engineering Services Proposal – Levee Improvements Moved by Niederkorn/Hansen MOVED: To accept the proposal from Barr Engineering to prepare a technical memorandum for the levee and complete as-built mapping of the levee system in an amount not to exceed $11,200.00. Motion carried 7 ayes/0 nays 10f) Fenton 2nd Garage Conditional Use Permit/Variance – 305 18th Avenue South Moved by Rothecker/Podgorski MOVED: To adopt Resolution No. 2015-74, approving a Conditional Use Permit and Variance for a second garage at 305 18th Avenue South. Motion carried 7 ayes/0 nays 10g) Robert Brown III Car Show Interim Use Permit Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2015-75, approving an Interim Use Permit for a car and motorcycle show on the property at 1725 Henry Avenue. Motion carried 7 ayes/0 nays City Council Minutes of May 18, 2015 3 10h) Farmers’ Market Interim Use Permit Moved by Rothecker/Niederkorn MOVED: To adopt Resolution No. 2015-76, approving an Interim Use Permit for a seasonal farmers’ market at 217 12th Avenue South. Motion carried 7 ayes/0 nays 10i) Accept Letter of Resignation – Public Works Employee Moved by Podgorski/Hansen MOVED: To accept the letter of resignation from Dan Mrozinski, Equipment Operator in the Public Works Department and authorize staff to hire a replacement for this vacancy.
