SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 16, 2017 Mayor James Francis called the regular meeting of the City Council to order at 7:15 p.m. on Monday, October 16, 2017. ROLL CALL: Present: Mayor James Francis Councilmembers Flatley, Forester, Hansen, Podgorski Absent: Councilmember Rothecker and Seaberg Also Present: City Administrator, Stephen King Attorney, Bridget Nason City Engineer, Chris Hartzell City Clerk, Christy Wilcox City Planner, Peter Hellegers 5) Presentations There were no presentations. 6) Citizens’ Comments Bernie Beerman discussed the hours of Kaposia Landing and requested the City to consider the placement of a sign with the hours listed. Tom Barger presented the City with a Thin Blue Line flag and a sign in appreciation of the Police Department and their service to the community. Monica Schlemmer discussed the possibility of a variance for her 2018-19 chicken license fee and only charge her the recommended fee that will be considered by the City Council as part of the budget hearing in December. City Council meeting minutes of October 2, 2017 B. Resolution No. 2017-184, approving accounts payable C. Resolution No. 2017-177, relating to Airport; approve Right of First Refusal at Fleming Field with Nathan Ruedy D. Business licenses City Council Minutes of October 16, 2017 1 E. Resolution No. 2017-178, relating to Airport; approve Right of First Refusal at Fleming Field with Lynn & Bernadene Reimer F. Resolution No. 2017-179, relating to Airport; approve Right of First Refusal at Fleming Field with Hans Meyer G. 2017 2nd Quarter Financial Report H. Resolution No. 2017-181, authorizing 2017 Budget Amendments I. Resolution No. 2017-182, approve and authorize grant application submissions for Local Road Improvement Program J. Resolution No. 2017-180, approving a Sub-Recipient Funding Agreement with Scannell Properties #295, LLC K. Appoint Jonathan Weight as a probationary entry level police officer effective March 5, 2018, unless an opening for police officer occurs before this date, at a starting monthly salary as outlined in the current LELS contract. Appointment is contingent upon final budget approval, P.O.S.T. license eligibility, successful completion of background investigation, physical examination and psychological evaluation L. Resolution No. 2017-183, adopting resolution of support for 2018-2022 Dakota County Capital Improvement Program M. Joint Powers Agreement with Dakota County for use of fiber optic cabling connecting City facilities Motion carried 5 ayes / 0 nays 9a) Assessment Hearing – 2017 Mill & Overlay and Bituminous Removal & Replacement Street Improvement Projects Moved by Podgorski/Hansen MOVED: To open the public hearings on the 2017 Mill & Overlay and Bituminous Removal & Replacement Street Improvement Projects. Motion carried 5 ayes/0 nays Moved by Hansen/Podgorski MOVED: To close the public hearings on the 2017 Mill & Overlay and Bituminous Removal & Replacement Street Improvement Projects. Motion carried 5 ayes/0 nays Moved by Flatley/Forester MOVED: To adopt Resolution No. 2017-175, adopting the assessment roll for 2017- 005 Mill & Overlay Projects. Motion carried 5 ayes/0 nays City Council Minutes of October 16, 2017 2 Moved by Hansen/Flatley MOVED: To adopt Resolution NO. 2017-176, adopting the assessment roll for 2017- 007 Bituminous Removal & Replacement Projects. Motion carried 5 ayes/0 nays 10A. Final Reading – Ordinance Regarding Abatement Notice Moved by Hansen/Forester MOVED: To adopt Ordinance No. 1323, an ordinance amending section 34-21 regarding regular abatement notice and authorize its publication. Motion carried 5 ayes/0 nays 10B. Final Reading – Ordinance Relating to Residential Rental Inspections Moved by Podgorski/Flatley MOVED: To adopt Ordinance No. 1324, an ordinance amending section 106-232 regarding residential rental license requirements and authorize its publication. Motion carried 5 ayes/0 nays 10C. Final Reading – Ordinance Relating to Certain Planning Applications Moved by Hansen/Podgorski MOVED: To adopt Ordinance No. 1325, an ordinance amending sections 118-39, 118-40, 118-41 and 118-42 regarding certain planning applications and authorize its publication. Motion carried 5 ayes/0 nays 10D. Final Reading – Ordinance Regarding Home Occupations and Residential Business Offices Moved by Hansen/Forester MOVED: To adopt Ordinance No. 1326, an ordinance amending sections 118-8 and 118-121 regarding home occupations and residential business offices and authorize its publication. Motion carried 5 ayes/0 nays City Council Minutes of October 16, 2017 3 10E.
