SOUTH ST. PAUL CITY COUNCIL MINUTES OF MARCH 5, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, March 5, 2018. ROLL CALL: Present: Mayor James Francis Councilmembers Hansen, Forester, Podgorski, Rothecker and Seaberg Absent: Councilmembers Flatley Also Present: City Administrator, Stephen King City Engineer, Chris Hartzell City Clerk, Christy Wilcox 5) Presentations  Christy Wilcox, City Clerk administered the Oath of Office to Police Officers Jonathan Weight and Joseph “JC” Stratton. 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Rothecker MOVED: To approve the agenda as submitted. Motion carried 6 ayes / 0 nays 8) Consent Agenda Moved by Forester/Hansen Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of February 20, 2018 B. Resolution No. 2018-47, approving accounts payable C. City Council meeting minutes of February 13, 2018 City Council Minutes of March 5, 2018 1 D. Resolution No. 2018-37, concurring with the issuance of Lawful Gambling Exemption for Minnesota Warriors Hockey E. Approve job offers to Keith Noble, James Jenkins and Michael Klimek as General Facility Maintenance (PT) at the Doug Woog Ice Arena for the City of South St. Paul F. Agreement between the City of South St. Paul and The Sand Creek Group, LTD for EAP Services G. Appoint Trevor Wise as a probationary entry level Police Officer effective April 2, 2018, at a starting monthly salary as outlined in the current LELS contract, contingent upon P.O.S.T. license eligibility, successful completion of a background investigation, physical examination and psychological evaluation H. Approve job offer to Thomas DeBilzan as Code Enforcement Inspection Officer for the City of South St. Paul I. Business Licenses J. Resolution No. 2018-43, concurring with the issuance of a Lawful Gambling Exemption for the Church of St. John Vianney K. Resolution No. 2018-44, reappointing Dennis Wipperman as the Public Member on the South Metro Fire Board (SMFD) L. City Council meeting minutes of February 26, 2018 M. Resolution No. 2018-45, approving an agreement with Metropolitan Council for Green Infrastructure Pilot Program Grant N. Resolution No. 2018-46, approving agreement between the City and the Lower Mississippi River Watershed Management Organization for Metropolitan Council Stormwater Grant. Motion carried 6 ayes/0 nays 9A) Public Hearing – Ordinance Vacating a Portion of Alley (820 Southview Boulevard) Moved Rothecker/Podgorski MOVED: To call for a Public Hearing to be held on March 19, 2018, to consider the application of an On Sale and Sunday Liquor License at 456 Concord Exchange South by Kaposia Club, LLC doing business as Kaposia Club. Motion carried 6 ayes/0 nays City Council Minutes of March 5, 2018 2 10A) Support for Dakota County Environmental Legacy Fund Grant Applications Moved by Hansen/Podgorski MOVED: To adopt Resolution No. 2018-48, supporting Local Landfill Host Community Environmental Legacy Fund (ELF) Grant Submission to Dakota County for Development of Kaposia Landing Phase 2 and the Wakota Scenic Trailhead and Overlook.
