MINUTES OF MARCH 19, 2018
Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on
Monday, March 19, 2018.
ROLL CALL:
Present: Mayor James Francis
Councilmembers Flatley, Hansen, Forester, Podgorski,
Rothecker and Seaberg
Absent: None
Also Present: City Administrator, Stephen King
City Attorney, Korine Land
City Engineer, Chris Hartzell
City Clerk, Christy Wilcox
5) Presentations
Mayor Francis presented Luis Mendoza Ponce, Mayor for the Day.
Dave Simmons and Greg Hammond from the South St. Paul Youth Hockey
Association presented information on the “Ice Out Benefit Concert” featuring
Martin Zeller & The Hardways which will be held on Saturday, March 24th at the
Croatian Hall.
Tim Simon, MNGFOA State Representative presented the City with the
Certificate of Achievement for Excellence in Finance Reporting from the
Government Finance Officers Association.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of March 5, 2018
B. Resolution No. 2018-57, approving accounts payable
C. Resolution No. 2018-52, authorizing a letter of support for the Concord Street
Improvements from I-494 to Annapolis Street
D. Resolution No. 2018-50, declaring certain City property as surplus and
approving donation – abandoned bicycles
E. Approve bid from JWC Environmental to purchase and install a sewer grinder
at Waterous sanitary sewer lift station in the amount of $33,980.00
F. Resolution No. 2018-54, accepting donation from Long Cheng Inc.
G. Business licenses
H. Resolution No. 2018-55, approving an extension request for submittal of the
Comprehensive Plan Update
I. Approve the hiring of Renee Schmitt as an Office Specialist III – Deputy City
Clerk in the Licensing/Code Enforcement Division for the City of South St.
Paul, contingent upon successful completion of the background check
J. Resolution No. 2018-56, award of contracts for construction of police storage
facility

9A) Kaposia Club Restaurant – CUP, Minor Subdivision and Variances

MOVED: To adopt Resolution No. 2018-49, related to zoning; approving a
Conditional Use Permit for On-Sale Liquor, Minor Subdivision, and related Variances for
the development of a restaurant on the property at 456 Concord Exchange South
Motion carried 7 ayes/0 nays
9B) Public Hearing – Liquor License Request by Kaposia Club
Moved by Hansen/Flatley
MOVED: To approve the On Sale and Sunday Intoxicating Liquor License at
456 Concord Exchange South by KC, LLC doing business as Kaposia Club subject to
certificate of liability insurance being submitted and approved by the City Attorney.

10A) Aware of Bid – 2018 Street Reconstruction Project

MOVED: To adopt Resolution No. 2108-51, accepting the bids and awarding the
2018 Street Reconstruction Project to Danner, Inc.

10B) Award of Bid – Relocation of Sanitary Sewer from the Union Pacific Railroad
Moved by Rothecker/Flatley
MOVED: To adopt Resolution No. 2018-53, accepting the bids and awarding the
2015-015 relocation of sanitary sewer from the Union Pacific Railroad property
construction contract to Meyer Contracting, Inc.
Motion carried 7 ayes/0 nays
