MINUTES OF DECEMBER 17, 2018
Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on
Monday, December 17, 2018.

Presentation of service plaques to Councilmember Rothecker and Councilmember
Podgorski
Mayor Francis proclaimed December 28, 2018, as Ione Kealy Day in South St.
Paul
6) Citizens’ Comments
Senator Karla Bigham was present to thank Councilmembers Rothecker and
Podgorski for their years of service on the City Council.

D. Listing of Airport T-Hangar Leases

property Tax Levy
G. Resolution No. 2019-219, receiving feasibility report and calling of public
hearing for 2017-013, 5th Avenue South Improvements (494 to Southview
Boulevard)
H. Resolution No. 2018-220, approving the Mayor and City Clerk to execute the
Agency Agreement for Federal Participation in advance construction for
Wentworth Avenue

J. Resolution No. 2018-221, accepting Gifts and Grants from the South-West
Lioness Club
K. Approve agreement between the City of South St. Paul and AE2S
Communications for Communication Consulting Support Services
L. Approve the updated Airport Rules and Regulations
M. Resolution No. 2018-223, approve airport lease at Fleming Field with Andrew
Archer
N. Resolution No. 2018-224, approving airport lease at Fleming Field to the
Molinaro Family Limited Partnership, LLLP
O. Resolution No. 2018-225, approving agreement with SRF Consulting Group
for the preparation of preliminary design for the Mississippi River Regional
Trail Wakota Scenic Trailhead & Overlook
P. Approve the 2019/2020 Teamsters Local 120 bargaining unit contract and
authorize execution of contract terms effective January 1, 2019
Q. To accept medical retirement and approve separation agreement with Julie
Bishop, Police Officer with the City of South St. Paul and authorize staff to
begin recruitment process

9A) Public Hearing – Conditional Use Permit for a Small Wireless Facility by Mobilitie,
LLC

MOVED: To adopt Resolution No. 2018-226, related to Zoning; approving a
Conditional Use Permit for a small cell wireless facility in the right-of-way located in
adjacent to 254 Park Street West.

Councilmember Forester to the Central Square Board
Councilmember Hansen as Director and Councilmember Seaberg as the alternate
to the Dakota Communications Center Board
Mayor Francis to the Dakota County Broadband Board
Councilmember Elect Dewey to the Northern Dakota County Cable
Communications Center
Councilmember Elect Kaliszewski to the Park and Recreation Advisory
Commission
Mayor Francis and Councilmember Flatley to the South Metro Fire Board

10B) Conditional Use Permit – 835 Southview Boulevard

MOVED: To adopt Resolution No. 2018-213, as amended, approving a
Conditional Use Permit for an Adult Day Center Use in the existing building at 835
Southview Boulevard.

Permit for a weekend community event space in the existing building at 835 Southview
Boulevard.

MOVED: To adopt Resolution No. 2018-215, approving a Conditional Use
Permit for automotive sales on the property at 1505 Concord Street South.

MOVED: To adopt Resolution No. 2018-217, approving a Conditional Use
Permit/Variances for wholesale/retail operations and variances for parking setbacks and
overhead/dock doors facing a public street for the property at 1111 Concord Street South.

10F) Woog Arena Deficit Reduction Action Steps
