SOUTH ST. PAUL CITY COUNCIL MINUTES OF JANUARY 7, 2019 The organizational meeting of the City Council was called to order by Mayor James Francis at 7:00 P.M. on Monday, January 7, 2019. ROLL CALL: Present, Mayor James Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski, Seaberg Absent, Councilmember Rothecker Also Present, City Administrator, Steve King City Attorney, Kori Land Economic Development Director, Ryan Garcia City Clerk, Christy Wilcox 1) Posting of Colors by the VFW Gallagher Hansen Post No. 295. 2) Pledge of Allegiance 3) Performance by the Talia Wendlandt, 2017 & 2018 South St. Paul Sings Champion 4) Welcome and Call to Order by Mayor Francis 5) Invocation by Chaplain Tom Jestus 6) Oath of Offices In the presence of Christy Wilcox, City Clerk the Oath of Office was administered to the following elected City Officials, each of whom recited and subscribed the Oath of Office: 1. Councilmember Sharon Dewey 2. Councilmember Joe Kaliszewski 3. Councilmember Tom Seaberg 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 7 ayes/0 nays City Council Minutes of January 7, 2019 1 8) Consent Agenda Moved by Kaliszewski/Forester Resolved, that the South St. Paul City Council does hereby take the following actions: 1. City Council meeting minutes of December 17, 2018 2. Resolution No. 2019-1, approving accounts payable 3. Authorize purchase of scheduled replacement computers and related equipment 4. Designate Lillie Suburban Newspapers (Southwest Review) as the official publication for the City of South St. Paul 5. Approve Separation and Release Agreement with Jayson Dwelle for severance payment and health insurance 6. Resolution No. 2019-4, authorize adjustment of the City’s mileage and meal reimbursement rates in accordance with Federal rates established by the IRS and the GSA 7. Resolution No. 2019-5, designating the City’s Depositories for 2019 8. Resolution NO. 2019-2, relating to airport; approve right of first refusal at Fleming Field with Michael Bergeson 9. Business Licenses 10. Appoint Charles Gelhaye as a probationary entry level police officer effective January 28, 2019, at a starting salary as outlined in the current LELS contract, contingent upon P.O.S.T. license eligibility, successful completion of a background investigation, physical examination and psychological evaluation 11. Resolution No. 2019-3, designating polling places for the 2019 Elections 12. Accept the Temporary Easements from Robert Dahl, Robert Garcia, and Amy Salazar and authorize payments for the Wentworth Avenue Sidewalk (Project 2016-015) Motion carried 7 ayes/0 nays 9 & 10) The meeting was recessed to the EDA meeting at 7:12 pm. Mayor Francis called the meeting to order and roll call was taken: Commissioners Dewey, Flatley, Forester, Hansen, Kaliszewski, Seaberg and President Francis were in attendance. The City Council reconvened into the City Council meeting at 7:29 pm. 11) Public Hearings There were no public hearings 12) Appointment of Acting Mayor Moved by Hansen/Flatley MOVED: That Councilmember Seaberg is appointed Acting Mayor in accordance with the provisions of Subsection 201.02 of the Municipal Code. Motion carried 7 ayes/0 nays City Council Minutes of January 7, 2019 2 13) Mayor and Council Communications 14) Adjournment At 7:37 p.m. the City Council recessed to a closed session. At 8:20 p.m. the City Council reconvened into the regular meeting.
