SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 7, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, October 7, 2019. Approve amended Joint Powers Agreement to provide Recycling Coordinator Services F. Appoint Treyton Mattson as a probationary entry level police officer effective November 4, 2019, at starting salary as outlined in the current LELS contract, contingent upon successful completion of a background investigation, physical examination and psychological evaluation G. Resolution No. 2019-143, approving the Write-Off of Retiree Insurance Account Balance N.
