SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 7, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, October 7, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Kori Land City Engineer, Lee Elfering City Clerk, Christy Wilcox Deputy City Clerk, Renee Schmitt City Planner, Peter Hellegers 5) Presentations  Members of the Relay of Life discussed the 2019 event. You can find all of the updates to the event on their website. 6) Citizens’ Comments  Gayle Avenson discussed the dangers of the powerlines cutting through the trees at Spruce Park. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 7 ayes / 0 nays 8) Consent Agenda Moved by Seaberg/Kaliszewski Resolved, that the South St. Paul City Council does hereby approve the following: A. Minutes of the City Council meeting of September 19, 2019 B. Resolution No. 2019-144, approving accounts payable City Council Minutes of October 7, 2019 1 C. Business Licenses D. Resolution No. 2019-136, concurring with the issuance of a Lawful Gambling Exemption to Conduct Offsite Gambling by St. Paul Festival & Heritage Foundation E. Approve amended Joint Powers Agreement to provide Recycling Coordinator Services F. Appoint Treyton Mattson as a probationary entry level police officer effective November 4, 2019, at starting salary as outlined in the current LELS contract, contingent upon successful completion of a background investigation, physical examination and psychological evaluation G. Resolution No. 2019-137, accepting donation from Brooks Bohmbach H. Purchase of three (3) 2020 Ford Police Interceptor Utility vehicles at a combined purchase price of $103,000.50 I. Change Order #1 with McNamara Contracting, Inc. for the extension of the contract time on City Project 2019-015, Wentworth Avenue Sidewalk Improvements J. Final Payment #3 for Veit & Company, Inc. for the 2018 Sanitary Sewer Relining & Televising (City Project 2018-010) K. Designate the St. Paul Pioneer Press as the official publication L. Resolution No. 2019-142, accepting the quotes and awarding 2017-013 ~ 5th Avenue South Phase I Lighting Improvement to Granite Ledge Electric Contractors, Inc. M. Resolution No. 2019-143, approving the Write-Off of Retiree Insurance Account Balance N. Approve proposal from Terracon for Response Action Plan Implementation Services at EDA-owned property at the northwest corner of Concord Street and Veterans Memorial Drive Motion carried 7 ayes / 0 nays 8J) 2018-001A – Adopt Assessment Roll (Maywood/Deerwood) Moved by Forester/Kaliszewski MOVED: To adopt Resolution No. 2019-141, adopting the assessment roll for 2018-001A, Street Reconstruction Project. Motion carried 6 ayes/1 nay (Seaberg) 10A) 1407 Outlook Avenue – Setback Variance Moved by Flatley/Hansen MOVED: To adopt Resolution No. 2019-138, approving a 25-foot rear setback Variance on the property at 1407 Outlook Avenue. Motion carried 7 ayes/0 nays City Council Minutes of October 7, 2019 2 10B) 137-147 18th Avenue North – Approve Minor Subdivision Moved by Flatley/Forester MOVED: To adopt Resolution No. 2019-139, approving the minor subdivision and Variances at 137-147 18th Avenue North. Motion carried 7 ayes/0 nays 10C) 497 Farwell Avenue – Quality Truck and Trailer Repair CUP/Site Plan Moved by Seaberg/Hansen MOVED: To continue consideration of a Conditional Use Permit for truck repair at 497 Farwell Avenue to a City Council Worksession. Motion carried 7 ayes/0 nays 10D) First Reading – Off-Street Parking Spaces Amendment Councilmember Hansen introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING SOUTH ST.
