Kimley-Horn Group – Discussing Concord Street Project A COUNCIL WORKSESSION REPORT DATE: SEPTEMBER 30, 2019 2 DEPARTMENT: Engineering ADMINISTRATOR: JRH AGENDA ITEM: Concord Street Improvement Discussion/Update ACTION TO BE CONSIDERED: Information only: for input and discussion OVERVIEW: Design of the Concord Street project has proceeded to a point where confirmation of the direction of the design in the key corridor areas is needed. This report provides a summary of the items that will be presented in more detail in a presentation at the joint City Council/EDAB/Planning Commission work session on Monday, September 30th. The project boundaries run from I-494 to the City limits at Annapolis Street. The presentation will focus on two major project segments and the key design components in each. These two segments are Concord Street from I-494 to Grand Avenue and Grand Avenue to Annapolis to the north. As outlined in the scoping study and the Memorandum of Understanding for the project, MnDot is proposing to turn back the roadway from I-494 to Grand Avenue to Dakota County. This will require that Dakota County provide design approval through this segment as the ultimate owner. Utilizing the scoping study as a guide, we have worked collaboratively with Dakota County staff to develop and refine a corridor layout that will serve the needs of the area based on current and proposed traffic level projections as well as providing improved pedestrian connectivity and traffic safety. The major items that will be discussed for the I-494 to Grand Avenue segment are: • Conversion from 4-lane to 2-lane section from Armour to Grand. • Traffic signals and access management o Traffic signals at Villaume Ave., Armour Ave., Grand Ave. will remain. o Intersections at Bridgepoint Ave., 6th Street, and Concord Exchange will be modified to promote use of signalized intersections. o Proposed driveway modifications at EnVision, Walser, and Bremer Bank. City Council Report – Concord Street Improvement Discussion September 30, 2019 Page 2 of 2 The second major segment to be presented for input is the area from Grand Avenue through the business district to the north. The roadway through this segment is proposed to be turned back to the City of South St. Paul and therefore the City will drive this design layout. The main items that will be discussed are: • Traffic signals o Wentworth Signal proposed to be removed o Bryant Signal to remain • On-Street parking • Shared turn lane modifications • Sidewalk connectivity SOURCE OF FUNDS: No fiscal impact at this time.
