SOUTH ST. PAUL CITY COUNCIL MINUTES OF APRIL 20, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, April 20, 2020. Pursuant to Minn. Stat. 13D.021, under the current emergency declaration, some or all of the councilmembers may participate by remote locations using WebEx. City Council Meeting Minutes of April 6, 2020 B. Resolution No. 2020-55, approving accounts payable C. Business Licenses Motion carried 7 ayes/0 nays City Council Minutes of April 20, 2020 1 8D) Authorize Replacement of City Hall’s Front Steps Moved by Francis/Seaberg MOVED: To authorize execution of a construction contract with the successful low bidder for the replacement of the concrete steps in front of City Hall. Motion carried 7 ayes/0 nays 10A) First Reading – Native Plant Landscaping Ordinance Mayor Francis introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING CHAPTER 66, ARTICLE III TO INCLUDE LANGUAGE AND PERFORMANCE STANDARDS FOR NATIVE PLANT LANDSCAPE AREAS 10B) 2nd Reading Ordinance – Amending Fire Code regarding Electronic Submission of Inspection Records Moved by Flatley/Forester MOVED: To adopt Ordinance No. 1535, an Ordinance enacting Section 30-54 of the South St. Paul City Code regarding electronic submission of inspection reports. Motion carried 7 ayes/0 nays 10C) Award of Bid – Kaposia Landing Phase 2 Construction Moved by Hansen/Seaberg MOVED: To adopt Resolution No. 2020-54, receiving and accepting bid proposals for Phase 2 construction of Kaposia Landing.
