SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 18, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, May 18, 2020. Pursuant to Minn. Stat. 13D.021, under the current emergency declaration, some or all of the councilmembers may participate by remote locations using WebEx. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Michael Healy Engineer, Sue Polka Economic Development Director, Ryan Garcia 5) Presentations • The Mayor along with the South St. Paul City Council have the distinct honor of congratulating and wishing all South St. Paul seniors good luck with their future endeavors and declare June 4th Senior Day in South St. Paul. 6) Citizens’ Comments • There were no citizens comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Flatley/Dewey Resolved, that the South St. Paul City Council does hereby approve the following: City Council Minutes of May 18, 2020 1 A. Resolution No. 2020-62, approving accounts payable B. To promote Daniel Salmey to the rank of Police Sergeant effective June 1, 2020 C. Authorize the installation of Fiber Optic Cable on Southview Boulevard to West St. Paul D. Approve the Indefeasible Right to Use (IRU) between the City of South St. Paul and the Dakota Broadband Board E. Adopt Resolution NO. 2020-61, relating to Airport; approving Land Lease at Fleming Field with Up, Up and Away, LLC F. Business Licenses G. Resolution No. 2020-63, approving a second amendment to Green Infrastructure Pilot Program Grant Agreement between the City and the Metropolitan Council H. Resolution No. 2020-64, correcting legal description of Parcel 30 for the 2016-11 Concord Street Improvement Project Motion carried 7 ayes/0 nays 10A) 2nd Reading – Ordinance No. 1356 – Odor Ordinance Revisions Moved by Flatley/Seaberg MOVED: To adopt Ordinance No. 1356, An ordinance amending South St. Paul City Code Section 38-104 regarding authority to issue compliance letters and administrative citations, Section 38-105(d) regarding compliance letters, Section 110-144 regarding designation as a significant odor generator, Section 110-146 regarding odor management plan, Section 110-148 regarding non-compliance and Section 110-150 regarding penalties.
